Synopsis of Previous Council Action: The Legislative Review Committee discussed
this issue at its meetings of September 13, 1999, October 25, 1999, and January 31,
2000, and recommended initiation of a Development Code Amendment.
Recommended Motion: That the Mayor and Common Council direct the Planning
Division to initiate an amendment to establish Social Service Uses/Facilities as
conditionally permitted uses in multi-family land use districts.

STAFF REPORT
SUBJECT: Initiation of a Development Code Amendment— Social Service
Uses/Facilities
Mayor and Common Council meeting of February 7, 2000
BACKGROUND
Many organizations provide social services throughout the City in residential and
commercial areas. Staff has received several inquiries from social service providers
regarding the provision of services and establishment of related facilities in residential
land use districts. Social service providers locate where they are best able to serve their
clients, and often select residential areas.
Most of the uses are not permitted in the residential land use districts. Staff believes that
some uses may be appropriate in certain neighborhoods,but not in others. Through a
Conditional Use Permit, the Planning Commission can evaluate social service
uses/facilities requests at noticed public hearings. The Planning Commission can approve
requests, or deny if the use is not appropriate at a given location. Through a Conditional
Use Permit, conditions of approval can be included, as necessary.

Staff brought the issue to the Legislative Review Committee for discussion. At its
meeting of January 31, 2000, the Legislative Review Committee recommended that the
Mayor and Common Council initiate an amendment to the Development Code.
FINANCIAL IMPACT
Staff estimates that preparation of a Development Code Amendment will cost
approximately $2000. This includes legal advertisements and copying charges.
RECOMMENDATION
Staff recommends that the Mayor and Common Council direct staff to initiate an
amendment to the Development Code to establish social service uses/facilities in multi-
family land use districts.
