BACKGROUND The vehicles to be replaced have surpassed their economical life and have become an economic burden to maintain. The Fire Department is replacing the 1989 Crown Victoria,used by a Fire Inspector,with the Extended Cab Pick- up. The Fire Department has determined that by equipping the new pick-up with a tow package, it could be used to replace the 1980 pick-up which is used to tow the Incident Command Post,thus doing the work of two vehicles with one. The Parks&Recreation Unit 727 will also be replaced by a 3/a Ton Extended Cab Pick-up. Parks&Recreation Unit 802 will be replaced with a 3/a Ton Pick Up with a Service Body. ANALYSIS Notices inviting bids for two new 3/a Ton Extended Cab Pick Ups and one new 3/a Ton Pick Up with Service Body,Bid No.00-36,were sent to six vendors and four(4) bids were received. The results are as follows: EXTENDED CAB SERVICE BODY TOTAL VENDOR LOCATION BID PRICE EACH TOTAL BID PRICE AWARD Crest Chevrolet San Bernardino $20,087.09 each $40,174.18 $22,605.01 $62,779.19 Fairview Ford San Bernardino $23,698.54 each $24,776.04 Moss Dodge San Bernardino No Bid $24,096.13 Center Chevrolet San Bernardino $26,394.58 each $26,756.52 The cost and technical specifications of all bids were reviewed and the low bid submitted by Crest Chevrolet for two Chevrolet 3/4-Ton Extended Cab Pick Ups and one 3/4 -Ton Pick Up with Service Body was found to be acceptable and met or exceeded all items called for in the specification. The final bid price reflects adjustments to include any options identified by the City. FINANCIAL IMPACT Funds for this purchase are contained in the Fiscal Year`99/2000 Motor Vehicle fund. $481,400 was included in this year's Fleet budget for the purchase of vehicles. Additionally,$774,700 was carried over from the previous fiscal year for a total of$1,256,100, available for vehicle purchases. The Vehicle Replacement fund accrues funds as departments contribute annually in anticipation of purchasing replacement vehicles as needed. The remaining balance in the vehicle replacement fund will be $879,911.00 after this purchase. RECOMMENDATION It is recommended that the Mayor and Common Council authorize the Purchasing Manager to issue a purchase order for the amount of$62,779.19 to Crest Chevrolet for the purchase of two (2) Model Year 2000 Chevrolet 3/4-Ton Extended Cab Pick Ups and one (1) Model Year 2000 Chevrolet 3/4-Ton Pick Up with Service Body. facsimile TRANSMITTAL to: Fleet Manager fu #: 909-384-5013 re: 2000 BUILD-OUT data: January 17, 2000 pages: 1 page(e) total, including this cover sheet Last year on Feb 25th I fated you a note on Chevrolets build out for the 1999 models. It's hard to believe but yesterday I received an Administrative Message on the build out on 2000 models. This is what it says: February 15, 2000 has been established as the final order date for all phase 1 Build-out Fleet orders. The phase I models are: CK ("Old body Style") 3/4 ton and 1 ton with special order options (special paint, dual batteries, etc.) CK pickups & cab/chassis 1 ton with 10,000 GVW. All CK pickups with a Diesel engine. All CK (3/4 ton and 1 ton) pickups with extended cab. All CK cab/chassis All 4x4 CK crew-cabs. All 2000 "New Body Style" 3/4 ton pickup trucks. All "New Body Style" 1/2 ton extended cab trucks with 8' box. Orden received after February 15, 2000 will be accepted on a 'Will Try" basis only and may not be produced in the 2000 Model year, these models will not be eligible for any potential new model year transition price protection. That Crest Chevrolet of San Bernardino is the lowest and best responsible 9 bidder for the furnishing and delivery of two (2) Model Year 2000 Chevrolet 3/4-Ton Extended 10 Cab Pick Ups and one (1) Model Year 2000 Chevrolet 3/4-Ton Pick Up with Service Body as in 11 accordance with Bid Specification F-00-36 for the total amount of$62,779.19; pursuant to this 12 determination, the Purchasing Manager is hereby authorized and directed to issue a purchase order 13 for said 3/4-Ton Extended Cab Pick Ups and 3/4-Ton Pick Up with Service Body to Crest 14 Chevrolet; such award shall only be effective upon issuance of a Purchase Order by the Purchasing 15 Manager; and all other quotations therefor are hereby rejected. 16 SECTION 2.
