Thank you ESR/dp-/ attachment POSITION JUSTIFICATIONS The following are justifications for classified appointments, promotions and other personnel actions to be reviewed by the Mayor and Common Council at the February 7, 2000 Council meeting. CLASSIFIED GENERALFUND 1. Administrative Analyst II (Morrow, Deborah)—Appointment FACILITIES MANAGEMENT The person occupying this position left in January to accept a position in the Public Services Department. This position oversees the Parking Control program and is critical to the operation of the Facilities Management Department. The Parking Control program generates a significant amount of revenue for the City. Without this position, revenues could potentially drop. In addition, the Parking Control computer system is in the middle of a major upgrade and has no one to oversee the project. The individual selected for the position is a current Water Department employee. 9. Maintenance Plumber II (Rouchleau, Steven)— Promotion PARKS, RECREATION & COMMUNITY SERVICES Currently, one (1) Maintenance Plumber II is attempting to maintain the domestic plumbing in park restrooms and the irrigation systems of over 38 parks and ballfields. With the seasonal weather changes fast approaching, it is imperative the additional Maintenance Plumber II be approved. This position will enable the plumbers to respond to operation emergencies, perform preventive tasks and monitor irrigation schedules to reduce water consumption. 10. Administrative Analyst (Baker, Teri)— Change in Status CITY ADMINISTRATOR The position of Administrative Analyst II has been a three-fourths time position since June 1998. Traditionally, the City Administrator's Office has used part-time interns for completing various administrative office projects such as research and special projects. During the past year, the department has not hired any interns and has been utilizing the skills of the Administrative Analyst II in this regard. This has been an advantage as the level of skill needed for this purpose is such that it is better accomplished at this level. The added duties of administrative office projects, in addition to administering the Transportation Fund and the Employee Rideshare Program. have made it difficult for the individual to complete all the responsibilities of the position when working three- #7 2/7/00 fourths time. Therefore, it is proposed that the funding for the position of Administrative Analyst II in the City Administrator's Office be increased from three-fourths to full-time, effective February 1, 2000. This increase in funding will be offset by part-time salary savings from not hiring any interns this fiscal year. This will amount to approximately $4,500 for this fiscal year. Two-thirds of the increase cost will be borne by the Transportation Fund and the remaining one-third by the General Fund, as the duties of the position are split between both funds. REFUSE FUNDS 12. Account Clerk III (Peelman, Sandra)— Promotion PUBLIC SERVICES This vacancy is the result of a promotion within the department. This position is responsible for overseeing the residential and commercial billing, customer service daily operations and resolving problems. In order to maintain the standard of customer service and billing operations, it is vital this position be filled. 13. Account Clerk II (Randall, Kathryn) — Promotion PUBLIC SERVICES This vacancy is the result of a department promotion. This position prepares the accounts for refuse billing, performs customer service functions, posts payments and runs reports. The level of customer service and support to the field refuse operations would suffer without this key position. #7 2/7/00
