Synopsis of Previous Council Action:
On April 6, 1998, the Mayor and Common Council approved salary increases for
Headstart/Preschool positions retroactive, effective September 1, 1997.
Recommended Motion:
• Approve salary increases for the following Headstart/Preschool positions, retroactive
to September 1, 1999: Teacher Director from $13.62/hour to $14.03/hour; Teacher
from $11.84/hour to $12.20/hour; Teacher Aide from $7.82/hour to $8.05/hour; and,
Typist Clerk from $7.82/hour to $8.05/hour.
• That said resolution be adopted amending Resolution 6413, Section Thirteen, to
reflect this particular action.

STAFF REPORT
BACKGROUND
The Parks,Recreation & Community Services Department operates the Headstart/Pre-School
Program. The program is federally funded and administered through the County of San
Bernardino Department of Preschool Services. The grant dictates the pay rates for the funded
positions. The 1999-2000 grant provides for pay increases for the following positions:

Teacher Aide $ 7.82/hour $ 8.05/hour
Clerk $ 7.82/hour $ 8.05/hour
MISCELLANEOUS
1. Update part-time Dispatcher I/II salaries to match the 3% salary increase reflected in
Resolution No. 1999-336, effective 1/1/00, and approved at the 12/20/99 Council
meeting.
2. Personnel Clerk I/part-time should be reflected in Resolution. This position is budgeted
in the Civil Service Department and was inadvertently removed from Resolution.
FINANCIAL IMPACT
Since this is a funded program, there will be no impact to the City's General Fund. It is
requested that the proposed pay rates become effective retroactively to September 1, 1999.
RECOMMENDATIONS
Based on the foregoing, recommendations include:
• Approve salary increases for the following Headstart/Preschool positions, retroactive to
September 1, 1999: Teacher/Director from $13.00/hr to $14.03/hr.; Teacher from $11.38/hr.
to $12.20/hr.; Teacher Aide from$7.52/hr. to $8.05/hr.; and, Clerk from $7.59/hr. to
$8.05/hr.
• Update salaries for part-time Dispatcher UII effective. 1/l/00.
• Add Personnel Clerk I/part-time.
• That said resolution be adopted amending Resolution 6413, Section Thirteen,to reflect this
particular action.
