No.) To be determined upon grant award (Annt npwri t' t r--n) Finance: Council Notes Agenda Item No. _ 49__ CITY OF SAN BERNARDINO — REQUEST FOR COUNCIL ACTION Staff Report Subject: Resolution authorizing submittal of a grant application for the 2001 Transportation and Community and System Preservation Pilot Program (TCSP) for the purpose of developing a Santa Fe Depot Area Plan. Background: The TCSP Grant Program is administered by the Federal Highway Administration (FHWA). TCSP will fund plans designed to achieve the following goals: • Improve the efficiency of the transportation system • Reduce the impacts of transportation on the environment • Reduce the need for costly future public infrastructure • Ensure efficient access to jobs, services and centers of trade • Encourage private sector development patterns In March of 1999, staff submitted a TCSP Grant Application for the purpose of developing a depot area plan. In that grant application, staff requested $200,000 in funding with a $75,000 match from the City. The 1999 application was not selected. Response from TCSP staff indicated that the amount of funding requested in relation to the match offered by the City was not adequate. TCSP staff also indicated that support from the environmental community should be identified as part of the application. With improvements in those areas, FHWA staff indicated that the application would be strengthened. To address those issues raised in the 1999 TCSP application, this application requests $150,000 in grant funding with a $100,000 match from the City. Additionally, the Great American Station Foundation will assist us in finding a environmental group to participate in the Area Plan Steering Committee, which will satisfy the environmental support requirement of the grant. The City entered into an agreement with Milford Wayne Donaldson, FAIR, INC. in September of 1999 to obtain professional services to prepare preliminary plans and estimates for the rehabilitation of the Depot structure. The federal grants secured for these services do not include an overall plan on how the Depot and the surrounding area will be utilized once the Depot is refurbished. The purpose of pursuing the TCSP funding is to allow a plan to be developed in which the City and its partners can explore the best reuses of the facility, and how the surrounding area can be revitalized. This unique plan would incorporate transportation, historic preservation, economic development, and housing issues surrounding the project. 7CSP Grant Application Staff Report continued The TCSP Grant Application is due to the Federal Highway Administration by Monday, January 31, 2000. Grant projects will be awarded in October of 2000. Grant funds may be spent over a two-year period. Financial Impact: If$150,000 in grant funding is awarded, the City will contribute matching funds of$100,000. Another estimated $50,000 in in-kind contributions of management staff time, marketing and public relations, and project leadership would be provided. The City's project partners would also contribute in-kind services. Grant funds will be used to obtain the services of a planning consultant, and for certain costs incurred by project partners. If the grant is awarded, staff will recommend an appropriate funding source. As one option, the matching funds could be provided through the reallocation of CDBG funds. Recommendation: It is recommended that the Mayor and Common Council adopt the resolution f OOFT 1 RESOLUTION NO. 2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY 3 OF SAN BERNARDINO AUTHORIZING THE SUBMITTAL OF A GRANT APPLICATION FOR THE 2001 TRANSPORTATION AND COMMUNITY AND 4 SYSTEM PRESERVATION PILOT PROGRAM (TCSP) FOR THE PURPOSE OF DEVELOPING A SANTA FE DEPOT AREA PLAN 5 WHEREAS, the Mayor and Common Council have entered into an agreement with the San 6 Bernardino Associated Governments to begin restoration of the historic Santa Fe Depot; and 7 WHEREAS, the potential benefits of the restoration include the economic revitalization of the 8 area immediately surrounding the Depot and the improvement of transportation efficiency; and 9 WHEREAS, the development of a Depot Area Plan would allow the City to holistically address the transportation, historic preservation, economic development, and housing issues 10 surrounding the project; 11 12 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 13 j14 SECTION 1.
