CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
STAFF REPORT
Subject:
Resolution of the Mayor and Common Council of the City of San Bernardino in support of
SB 984 establishing March 3151, Cesar Chavez's birthday, as a statewide holiday.
Background:
Cesar Chavez led a movement dedicated to improving the lives of farm workers in the United
States. His efforts resulted in great advancements in the conditions under which farm workers
labored, and ultimately in the passage of the Agricultural Labor Relations Act,the first law
governing farm labor organizing.
Cesar Chavez was awarded posthumously the nation's highest civilian honor, the Presidential
Medal of Freedom, conferred by President Bill Clinton in 1994 for his outstanding contribution
to our country. He was also inducted into the Labor Hall of Fame by the AFL-CIO.
Senator Polanco has introduced Senate Bill 984 into the California State Legislature, which
would establish March 31', Cesar Chavez's birthday, as a statewide holiday to be observed by
all public schools and community colleges. March 31"would also become an annual paid
holiday for state employees. The establishment of such a holiday would be a deserving
recognition of the life of this outstanding Mexican-American labor leader, and also of the
tremendous contribution to our state of the Mexican-American people.

Recommendation:
Adopt resolution.
