POSITION JUSTIFICATIONS
The following are justifications for classified appointments, promotions and other
personnel actions to be reviewed by the Mayor and Common Council at the January 10,
2000 Council meeting.

3. Animal Control Officer (Bruno. Teresa) —Appointment
ANIMAL CONTROL
The incumbent has been a provisional Animal Control Officer since October 1999, filling
in on a part-time basis while pursuing a college degree. With this appointment, the
incumbent will be working in full-time status, thus providing approximately ten more
hours per week of field service to the community. This increase in work hours is
important to the Animal Control Division, as it continues to experience a large volume of
calls for service resulting in delayed responses.
7. Traffic Signal Electrician II (Banuelos. Jacinto)— Promotion
DEVELOPMENT SERVICES
The Traffic Signal Electrician II position was vacated due to a resignation. According to
an analysis which was commissioned by the City in 1991, the average number of traffic
signal maintenance personnel per 100,000 population is 12.1 for a similar sized city.
The City budget calls for only four (4) when fully staffed.
The end result of a lowered staffing level has been a dramatic increase in the amount of
time between critical preventive maintenance visits at each of the City's 230 traffic
signals and an increase in citizen complaints regarding the upkeep of our traffic signals
over recent years. This continued reduction in the level of service can only be slowed
by filling the Traffic Signal Electrician II position as soon as possible.
The incumbent has been employed with the City as an Electrician I for the past five
years. He recently served successfully for three and a half months in acting capacity as
a Traffic Signal Electrician 11. The incumbent possesses the necessary certifications
and experience to properly maintain traffic control devices.

1. Senior Civil Engineer (Thaipeir. Theervut "Jarb") — Provisional Appointment
DEVELOPMENT SERVICES
This position was reclassified from Engineering Associate to Senior Civil Engineer,
which was approved by the Mayor and Common Council at the December 6, 1999
Council meeting. The incumbent is appointed in a provisional status in order to provide
the department with the necessary support while the department completes the
recruitment process.
