POSITION JUSTIFICATIONS
The following are justifications for appointments, promotions and other personnel actions to be
reviewed by the Mayor and Common Council at the February 1, 1999 Council meeting.
CLASSIFIED
GENERAL FUND
1. TYpist Clerk II (Brummett Debra) - Appointment
PARKS, RECREATION & COMMUNITY SERVICES
This Typist Clerk II position replaces an employee who recently retired. This office has
two (2) Typist Clerk II positions and one (1) Typist Clerk III position authorized with
only one (1) position being filled at this time.
These vacancies are causing extreme difficulty in completing all administrative tasks for
this department and are causing a problem with maintaining coverage in the office for
the Friday 9/80 work schedule and at other times when other office workers must be
absent. In addition, it is beginning to be a morale problem with the other assigned
workers who are picking up the workload.
It is very important for this position to be filled as soon as possible so that there will be
continuity of administration operations and coverage in the office when an employee must
be away for any reason.
2. Computer Operator (Childs Eric) - Appointment
MANAGEMENT INFORMATION SYSTEMS
This is a fill of one (1) of the four (4) positions MIS budgeted in 1998/99 for support of
the Water Department. The market for technical positions is so great in recent months,
that it has taken three recruitments to finally hire for this position. MIS has had
difficulty trying to support Water without the benefit of these positions. There is still
one (1) of the four (4) positions vacant. It is also on its third recruitment.
This position is funded by the Water Department.
3. Code Compliance Ofticer II (Conrad, Debra) - Appointment
CODE COMPLIANCE
The Code Compliance Department has several vacant Code Compliance Officer positions.
The filling of these budgeted positions would allow for better coverage of the City and
response to complaints.
4. CATV Production Technician (Wells. Robert) - Appointment
TELECOMMUNICATIONS
The position of CATV Production Technician is an essential position in the
Telecommunications Division, due to our local programming and contract service
obligations.
11. Personnel Assistant (Brizas, Leticia) - Promotion
CIVIL SERVICE
The Civil Service Department has a staff of four(4). One(1) member of the staff retired
effective December 31, 1998. A City-wide recruitment was conducted and the incumbent
was selected as the most qualified applicant for the position.
The Personnel Assistant position is one (1) of the four (4) budgeted positions. The
budgeted cost of this position, including benefits for the remainder of FY 1998/99 is
$47,934. The selection of Ms. Briggs for the position at a cost of $32,865, including
benefits will result in a savings of $15,069 for FY 1998/99.
The loss of one employee in a small department decreases the efficiency of the
department and the services to the public. Therefore, it is imperative that this position
be filled so that the efficiency of the Civil Service Department will not diminish and the
service to the public will remain constant.
12. Code Compliance Officer II (Chapman, Sheila) - Promotion
CODE COMPLIANCE
The Code Compliance Department has several vacant Code Compliance Officer positions.
The filling of these budgeted positions would allow for better coverage of the City and
response to complaints.
