STAFF REPORT
SUBJECT:
Resolution amending Resolution No. 3985 to establish a No Parking Any Time zone on the south
side of Fourth Street between Foothill Boulevard and Tia Juana Street.
BACKGROUND:
The Traffic Engineering section of Development Services received a request from Fourth Street
Rock and BNSF Intermodal Facility, located on 4th Street, to evaluate sight distance and overall
safety along this roadway segment, specifically at the BNSF main driveway.
Our investigation revealed that several hundred semi-trucks use this driveway on a 24-hour basis.
After evaluation by the traffic engineering staff, it is being recommended that several
improvements be implemented to improve traffic safety. Amongst these is the installation of a
"No Parking zone between Foothill Boulevard and Tia Juana Street. This action will improve
visibility and allow staff to add deceleration and acceleration lanes on both sides of the
driveway. BNSF will also reconfigure their driveway once the "no parking" and striping is
completed.
This segment of 4th Street is predominantly fronted by BNSF and Fourth Street Rock who are
in support of this proposal. There is also an auto wrecking yard in this area; however, this
business will not be affected since we will install "park off pavement" signs within their
frontage. This will only restrict motorists from parking on the pavement but no ont the shoulder
as they are currently doing.
FINANCIAL IMPACT:
Funding for installation of the "No Parking" signs will come from the general fund's signing and
striping materials account. This action is considered routine and there will be no major impact
to the account.
RECOMMENDATION:
Staff recommends that the Mayor and Common Council adopt the Resolution establishing an "No
Parking" zone on the south side of 4th Street between Foothill Boulevard and Tia Juana Street.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
3 SAN BERNARDINO AMENDING RESOLUTION NO. 3985 ENTITLED, IN PART, "A
RESOLUTION PROHIBITING PARKING UPON CERTAIN DESIGNATED STREETS
4 OR PORTIONS THEREOF... TO ESTABLISH A NO PARKING ANY TIME ZONE ON
5 FOURTH STREET BETWEEN FOOTHILL BOULEVARD AND TIA JUANA STREET,
APPLICABLE TO THE SOUTH SIDE ONLY.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
7 OF SAN BERNARDINO AS FOLLOWS:
8 SECTION 1. Resolution No. 3985 which prohibits parking upon certain designated
9
streets or portions thereof, Section One is amended by amending Subsection (13.1) FOURTH
10
STREET to read as follows: "(13.1) FOURTH STREET

12 (a) Between 'D' Street and a point 180 feet east, applicable to the south side
only
13
(b) Between 'D' Street and a point 200 feet east, applicable to the north side
14 only
15 (c) Between 'E' Street and 'F' Street, applicable to the south side only
16
(d) Between 'E' Street and a point 320 feet west, applicable to the north side
17 only
18 (e) Between 'F' Street and 'H' Street, applicable to the south side only
19
(t) Between the west side of 'H' Street and the freeway on-ramp west of 'H'
20 Street
21 (g) Between the east side of the San Bernardino County Flood Control
22 Channel and a point 900 feet west of the channel
23 (h) Between Foothill Boulevard and Tia Juana Street, applicable to the south
side only."
