Authorization to Update/Establish Speed Zones on Several Streets throughout the City.
Backeround:
The Traffic Engineering Section has recently completed traffic surveys on three streets. Hill
Drive and Foothill Drive were completed per the request of the San Bernardino County Traffic
Engineering Division. The County has partial jurisdiction over these streets. Orange Street
was completed as part of the State mandated five-year cycle. The following are the results
of our surveys and staff recommendations. Highlighted are the "critical speeds" on each of
these roads. The critical speed is the major factor considered when a speed limit is set. The
County has concurred with our recommendations on Hill Drive and Foothill Drive, and are in
the process of attaining the Board of Supervisor's approval:
Hill Drive between Magnolia Avenue and "E" Street:
Critical Speed 37 m.p.h.
('- rrently, there is no posted speed limit in this road segment. The County requested
:urrence with their recommendation to establish a 35 m.p.h. speed limit. Since the
_.,ommendation is consistent with the critical speed, staff concurs with the County and
recommends a 35 m.p.h. speed limit.
Foothill Drive between Del Rosa Avenue and Sterling Avenue:
Critical Speed 46 m.p.h.
Currently, there is no posted speed limit in this road segment. Critical speed suggests a 45
m.p.h. speed limit, however due to the residential nature of the road, it is recommended
that a 35 m.p.h. speed limit be established within this area. The County concurs with this
recommendation. The southern half of this road lies within their jurisdiction.
Orange Street between Highland Avenue and Piedmont Drive:
Critical Speed 42 m.p.h.
Currently, this segment is posted with a 45 m.ph. speed limit. Per State Law this needs to be
re-surveyed at a maximum five-year cycle . This survey is part of that cycle. Critical speed
suggests a 40 m.p.h. speed limit. However, due to the residential nature of the street,
scially along the east side, Staff recommends that the speed limit be set at 35 m.p.h.
,his consistent with the speed limit already in place south of Highland Avenue.
k....mcial Impact:
Funding for installation of the speed limit signs will come from the general fund's signing and
striping materials account. This action is considered routine; consequently, there will be no
major impact to the account.
Recommendation:
Adopt Ordinance establishing the speed limits as recommended above.

ORDINANCE OF THE CITY OF SAN BERNARDINO AMENDING CHAPTER
2 10 .52 . OF THE SAN BERNARDINO MUNICIPAL CODE ESTABLISHING
THIRTY-FIVE MILE PER HOUR SPEED LIMITS ON HILL DRIVE BETWEEN
3 MAGNOLIA AVENUE AND "E" STREET, ORANGE STREET BETWEEN HIGHLAND
AVENUE AND PIEDMONT DRIVE AND FOOTHILL DRIVE BETWEEN DEL ROSA
4 AVENUE AND STERLING AVENUE.
5 THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO DO
ORDAIN AS FOLLOWS:

SECTION 1. Section 10 .52 .020 of the San Bernardino
7
Municipal Code is amended to read:

"10 .52 .020 THIRTY-FIVE MILES PER HOUR.
9 In accordance with and pursuant to the authority of
10
Sections 22357, 22358 , and 22360, of the California Vehicle
11
Code, the Mayor and Common Council do hereby determine and
12
declare upon the basis of an engineering and traffic
13 survey that a prima facie speed limit of thirty-five
14
miles per hour shall be established upon the following
15
streets or portions thereof in the City:
16
ARROWHEAD AVENUE: Between Seventh Street and Highland
17 Avenue .
18 'D' STREET: Between Sixth Street and Twenty-Eighth
Street .
19
' E' STREET: Between Tenth Street and Thirtieth Street .
20
EUCALYPTUS AVENUE: Between Mill Street and Rialto Avenue.

FOOTHILL DRIVE: Between Del Rosa Avenue and Sterling
22 Avenue .
23 FORTIETH STREET: Between Electric Avenue and Waterman
Avenue; Between Golden Avenue and Mountain Avenue .
