POSITION JUSTIFICATIONS
The following are justifications for appointments, promotions and other personnel actions to be
reviewed by the Mayor and Common Council at the February 15, 1999 Council meeting.
CLASSIFIED
GENERAL FUND
12. Typist Clerk HI (Whittaker, Katherine) - Promotion
DEVELOPMENT SERVICES
The Typist Clerk III position with the Development Services Department is essential to
department operations and enhancement of customer service. The incumbent provides
services to staff members and supervisors as well as directly to the public, including
receptionist services. Some of the more complex permit status and inspection requests
from the public are handled by this position and the incumbent will troubleshoot
problems and communicate with an inspector or supervisor in order to resolve an issue
for a citizen. The position also provides clerical support services for the Building
Inspection, Plan Check and Administrative sections of the deprtment.
The incumbent was selected for promotion to this position because of her experience and
knowledge of the operations of the department. She has been with the City since 1980,
and during her employment, has steadily increased her knowledge of department
operations as well as expanded her skill by learning to use the Sierra permit tracking
system.
13. Assistant Buyer (Futch. Sheila) - Promotion
FINANCE/PURCHASING
The Assistant Buyer position has been vacant since August 1998, due to the release of
a probationary employee. In the interim, the incumbent has been Acting Assistant
Buyer, and the Purchasing Clerk position has remained unfilled.
Additionally, the Purchasing Manager position has been vacant for several months. Due
to these extended vacancies, the workload of the Purchasing Department is at a critical
point. Coupled with the approach of annual purchase contract processing, it is necessary
to fill the Assistant Buyer position immediately. This department has achieved its
vacancy factor savings for the current fiscal year.
