Financial Impact:
No cost to the City. The long-term benefits, including employment opportunities,
increased tax base, and increase in industry, will contribute to the overall economic
health of the community.
Recommendation:
That the Mayor and Common Council adopt the resolution recommending IVDA submit
an application to the Trade & Commerce Agency to designate former Norton Air Force
Base as a LAMBRA Zone.

RE: LOCAL AREA MILITARY BASE RECOVERY ACT (LAMBRA) APPLICATION
Dear Mr. Wilson:
At the regularly scheduled meeting of the Inland Valley Development Agency (IVDA) held on
December 9, 1998,the Board adopted a Resolution No. 98-23 authorizing the IVDA to submit an
application for a Local Area Military Base Recovery Act Designation. AB 3 (BACA) authorized
the California Trade & Commerce Agency to solicit applications for three (3) Local Area
Military Base Recovery Act(LAMBRA) designation zones in the State of California.
The LAMBRA program was developed to aid communities impacted by closure or downsizing
of Federal military installations which have approved reuse plans for former bases. The
LAMBRA program provides tax credits, relaxes regulatory and permitting processes and directs
creation of local incentives to benefit employers locating their business on closed military bases.
The Trade & Commerce Agency had previously designated five (5)LAMBRA zones throughout
the State of California.
In order to facilitate the IVDA's LAMBRA application and demonstrate support from the
surrounding communities, I hereby respectfully request on the behalf of the IVDA's Board that
your City approve a resolution, recommending that the IVDA submit an application to the
California Trade & Commerce Agency for LAMBRA designation at the former Norton Air
Force Base. We have included a draft resolution as a guide in the preparation of your support for
this designation. Since there is a very tight timeline in the application process, we request that
you have a copy of your approved resolution sent to our Clerk of the Board, Penny Chua, at 294
S. Leland Norton Way, San Bernardino, CA 92408, no later than February 17, 1999.

I hope that the San Bernardino City Council will support the passage of this resolution. This is a
designation that will help not only the existing businesses at the San Bernardino International
Airport and Trade Center, but will also be used as an incentive to attract other companies that are
looking to locate in this area. The designation,if approved, will definitely have a positive impact
on your City.

RECOVERY AREA DESIGNATION AT THE FORMER NORTON AIR FORCE
6 BASE, SAN BERNARDINO, CALIFORNIA AND DESIGNATING THE INLAND
VALLEY DEVELOPMENT AGENCY AS THE LEAD AGENCY FOR SUCH
7 PURPOSES
8 WHEREAS, the City of San Bernardino is a municipal corporation duly organized and
9 existing pursuant to the Constitution and laws of the State of California ("City"); and
10 WHEREAS, the Inland Valley Development Agency ("IVDA") was established
pursuant to that certain Joint Exercise of Powers Agreement dated as of February 12, 1990.
11 entered into by the County of San Bernardino and the cities of Colton, Loma Linda and San
12 Bernardino; and
13 WHEREAS, the IVDA was authorized to be established by a special act of the State
legislature for the specific purpose of facilitating the redevelopment of the former Norton Air
14 Force Base ("NAFB") and to mitigate the impacts on the greater San Bernardino County
15 community from the loss of jobs and income due to the closure of NAFB; and
16 WHEREAS, the State of California has established the Local Agency Military Base
Recovery Area Act ("LAMBRA") program to stimulate business and industrial growth in areas
17 experiencing military base downsizing and closure; and
18 WHEREAS, LAMBRA provides state tax credits and deductions and local incentives to
19 companies locating their operations on military properties scheduled for closure; and
20 WHEREAS, the State Legislature has enacted and the Governor has signed Statutes
1998, Chapter 1012 (A.B. No. 3) which authorize an increase in the total number of local
21 agency military base recovery areas which may be designated under LAMBRA; and
22 WHEREAS, LAMBRA designation at NAFB will significantly enhance current efforts
23 to locate tenants at NAFB and the airport facilities situated thereon as operated by the San
Bernardino International Airport Authority ("SBIAA"), and will empower both the IVDA and
24 the SBIAA to further attract sustainable development and the creation of new civilian
employment opportunities; and

WHEREAS, the City deems it appropriate to authorize the Executive Director of the
26 IVDA to submit a 1998 Application to the California Trade and commerce Agency ("CTCA")
27 for LAMBRA designation of the NAFB as set forth in the CTCA correspondence dated
November 30, 1998, addressed to the Executive Director of the IVDA.

RESOLVE, DETERMINE AND ORDER AS FOLLOWS:

Section 1. The City Council hereby acknowledges receipt of Resolution No. 98-2
7 adopted by the IVDA on December 9, 1998, entitled:
8 RESOLUTION OF THE INLAND VALLEY DEVELOPMENT
9 AGENCY AUTHORIZING THE SUBMISSION OF A
PRELIMINARY APPLICATION TO THE CALIFORNIA
10 TRADE AND COMMERCE AGENCY FOR LOCAL AREA
MILITARY BASE RECOVERY AREA DESIGNATION AT THE
11 FORMER NORTON AIR FORCE BASE, SAN BERNARDINO,
12 CALIFORNIA.
13 The City hereby acknowledges and concurs with the findings set forth in Resolutic
No.98-23 of the IVDA.

Section 2. The City Council hereby designates the IVDA to serve as the le:
15 agency for the purpose of completing the 1998 Application for LAMBRA designation ai
16 implementing the base reuse strategies for NAFB as set forth in Resolution No. 98-23 of ti
IVDA.

Section 3. The City Council hereby authorizes the Executive Director of the IVD
18 to submit a completed 1998 Application for LAMBRA designation of NAFB to the CTCA 1
19 no later than 5:00 p.m., December 30, 1998.
20 Section 4. The City Council hereby directs the Executive Director of the IVDA
complete all other actions as may be required on behalf of the City of San Bernardino
21 complete submission of the 1998 Application for LAMBRA designation of NAFB.
22 Section 5. This Resolution shall take effect upon the date of its adoption.
