STAFF REPORT
Subiect:
Authorization to Prohibit Parking - 4th Street - South Side - Between Foothill Boulevard and Tia
Juana Street.
Background:
The Traffic Engineering Section received a request from 4m Street Rock, and BNSF Intermodal
Facility, located on 4m Street, to evaluate sight distance and overall safety along this
roadway segment, specifically at the BNSF main driveway.
Our investigation revealed that several hundred semi trucks use this driveway on a 24-hour
basis. After evaluation by the Traffic Engineering Staff, it is recommended that several
improvements be implemented to improve traffic safety. Amongst these, is the installation of
a "No Parking" zone between Foothill Boulevard and Tia Juana Street. This action will
improve visibility and allow staff to add deceleration and acceleration lanes on both sides of
the driveway. BNSF will also reconfigure their driveway once the "no parking" and striping is
completed.
This segment of 4m Street is predominantly fronted by BNSF and 41h Street Rock, who are in
support of this proposal. There is also an auto wrecking yard in this area. However this
business will not be affected since we will install "park off pavement" signs within their
frontage. This will only restrict motorists from parking on the pavement but not on the
shoulder as they are currently doing.
Financial Impact:
Funding for installation of the "No Parking" Signs will come from the general fund's signing
and striping materials account. This action is considered routine; consequently, there will be
no major impact to the account.
Recommendation:
Adopt Resolution establishing a "No Parking" zone on the south side of 4th Street between
Foothill Boulevard and Tia Juana Street.

1 RESOLUTION OF THE CITY OF SAN BERNARDINO AMENDING
RESOLUTION NO. 3985 ENTITLED, IN PART, "A RESOLUTION
2 PROHIBITING PARKING UPON CERTAIN DESIGNATED STREETS OR
PORTIONS THEREOF. . . . . " TO ESTABLISH A NO PARKING ANY TIME ZONE
3 ON FOURTH STREET BETWEEN FOOTHILL BOULEVARD AND TIA JUANA
STREET, APPLICABLE TO THE SOUTH SIDE ONLY
4 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
5 OF SAN BERNARDINO AS FOLLOWS :
6 SECTION 1 . Resolution No. 3985 which prohibits parking
7 upon certain designated streets or portions thereof, Section
8 One is amended by amending Subsection (13 . 1) FOURTH STREET to
9 read as follows : " (13 .1) FOURTH STREET
10 (a) Between 'D' Street and a point 180 feet east,
applicable to the south side only

(b) Between 'D' Street and a point 200 feet east,
12 applicable to the north side only
13 (c) Between ' E ' Street and ' F' Street, applicable to the
south side only
14 (d) Between 'E' Street and a point 320 feet west,
15 applicable to the north side only
16 (e) Between ' F' Street and 'H' Street, applicable to the
south side only
17 (f) Between the west side of 'H' Street and the freeway
18 on-ramp west of 'H' Street
19 (g) Between the east side of the San Bernardino County
Flood Control Channel and a point 900 west of the
20 channel
21 (h) Between Foothill Boulevard and Tia Juana Street,
applicable to the south side only. "
