Description) Finance: Council Notes: i/10 Agenda Item No. go CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT SUBJECT Resolution of the City of San Bernardino awarding a purchase order to Motorola Incorporated, Riverside CA for the purchase of four vehicle radios and eight portable radios. BACKGROUND On 10-19-98, the Mayor and Common Council ratified Resolution No. 98-305, ratifying the proposed Citizens Option for Public Safety (COPS) expenditure plan for FY 1998/99, submitted by the Chief of Police. The expenditure plan included a number of equipment purchases needed to support the Department's new Distressed Neighborhoods Grant Team to enable them to successfully complete the grant objectives. The Department will be purchasing four, fully equipped police pursuit vehicles including the purchase of four Motorola 800 MHz vehicle radios, at a cost of $10,771.08. Additionally, we will be purchasing eight Motorola 800 MHz handi-talkie radios, at a cost of $20,462.44, one each for the assigned grant officers. The total cost of these two purchases will be $31,233.52. The City of San Bernardino owns a proprietary 800 MHz trunked system built and designed by Motorola Corporation. Because of the proprietary trunking technology, only Motorola brand radios can be utilized. Radios for public safety are only available directly through Motorola Corporation or an authorized regional sales company. Motorola Corporation is the only entity that will offer a government discount from the retail price. This discount has been factored into this purchase order. The police department is requesting that the Mayor and Common Council exempt bidding for this equipment pursuant to Section 3.04.010B.3 of the San Bernardino Municipal Code. FINANCIAL IMPACT There will be no financial impact on the City's General Fund. One hundred percent of the funding will be derived from the Department's Citizens Option for Public Safety (COPS) expenditure plan for FY 1998/99, ratified by the Mayor and Common Council. RECOMMENDATION Adopt resolution. COPT 1 RESOLUTION NO. 2 RESOLUTION OF THE CITY OF SAN BERNARDINO AWARDING A PURCHASE 3 ORDER TO MOTOROLA INCORPORATED, RIVERSIDE CA FOR THE PURCHASE OF FOUR VEHICLE RADIOS AND EIGHT PORTABLE RADIOS. 4 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY 5 OF SAN BERNARDINO AS FOLLOWS: 6 SECTION 1 That Motorola Incorporated of Riverside CA is the best 7 responsible vendor for the purchase of vehicle and handi-talkie radios for the Police 8 Department in accordance with their specifications.
