POSITION JUSTIFICATIONS
The following are justifications for appointments to be reviewed by the Mayor and Common
Council at the January 11, 1999 Council meeting.

GENERAL FUND
1. Police Records Clerk I (Bateman. Peggy) - Appointment
POLICE
This position is the third of three Police Records Clerk I positions that were approved
to be hired through the COPS MORE 98 Program.
2. Code Compliance Officer II (Lawson Magi/Williams Venus) - Promotions
CODE COMPLIANCE
The Code Compliance Division has several vacant Code Compliance Officer II positions
and recently went through a recruitment and created a list. Two (2) current Code
Compliance Officer I positions were on the list and are recommended for promotion to
the vacant positions. These promotions do not reduce the number of vacant positions
within the division, but filling these positions would afford additional field officers to
provide more effective and timely services.

1. Purchasing Manager (Batson David P) - Appointment
FINANCE
The Purchasing Manager is responsible for the supervision and coordination of purchases
for materials, supplies, equipment and services for City departments. This position
determines the procedures and bid processes to be used to obtain the items needed by
City departments. The position is responsible for making sure all processes and
procedures followed are fair and in accordance with City policy. Filling the Purchasing
Manager position at this time is critical because out of three (3) budgeted positions in
Purchasing, there are two (2) vacancies and the workload is backing up; the Purchasing
Division's most busy time is fast approaching; and, finally one of the recently approved
City goals is to review and update the Purchasing process, and this position will be a key
to accomplishing that goal. In addition, it should be noted that the Finance Department
will meet its vacancy savings goal for FY 98-99.
