MOTION: That the claims and payroll and the authorization to
issue warrants as listed on the memorandum dated
January 4, 1999, from Barbara Pachon, Director of
Finance, be approved.

MOTION: That the personnel actions as submitted by the Chief
Examiner, dated January 4, 1999, in accordance with
Civil Service rules and Personnel policies adopted by
the Mayor and Common Council of the City of San
Bernardino, be approved and ratified.

10. Ordinance of the City of San Bernardino adding Chapter 5.26 to
Article 1, Title 5 of the San Bernardino Municipal Code relating to
shopping carts. FINAL READING (Backup material was
distributed on December 21, 1998, Item No. 16.)
MOTION: That said ordinance be adopted.

11. An ordinance of the City of San Bernardino amending Section
5.04.005 of the San Bernardino Municipal Code relating to the
requirements for conducting business in the City. FINAL
READING (Backup material was distributed on December 21,

12. Resolution of the City of San Bernardino awarding a contract to
Golden West Landscape Contractor for the maintenance of
landscaping in Assessment Districts 951, 952, 1002 and 1019.
(See Attached) (Cost to the City -- $112,215.92 to be recovered
through assessments placed on parcels in Assessment
Districts 951, 952, 1002 and 1019.) (Contract documents are
available in the City Clerk's Office) Ward 5

13. Resolution of the City of San Bernardino awarding a contract to
Azteca Landscape, Inc., for the maintenance of landscaping in
Assessment District 953. (See Attached) (Cost to the City --
$5,455.71 to be recovered through assessments placed on
parcels in Assessment District 953.) (Contract documents are
available in the City Clerk's Office) Ward 6
MOTION: That said resolution be adopted.
14. Resolution of the City of San Bernardino awarding a contract to
Camacho's Landscape, Inc., for the maintenance of landscaping in
Assessment Districts 956, 968, 1016 and 1023. (See Attached)
(Cost to the City -- $36,506.05 to be recovered through
assessments placed on parcels in Assessment Districts 956,
968, 1016 and 1023.) (Contract documents are available in

15. Resolution of the City of San Bernardino awarding a contract to
Golden West Landscape Contractor for maintenance of landscaping

MOTION: That said resolution be adopted.
16. Resolution of the City of San Bernardino awarding a contract to
Golden West Landscape Contractor for the maintenance of
landscaping in Assessment Districts 974, 975, 981, 986, 989,

$43,041.15 to be recovered through assessments placed on

17. Resolution of the City of San Bernardino awarding a contract to
Camacho's Landscape, Inc., for the maintenance of landscaping in

to the City -- $53,777.44 to be recovered through assessments
placed on parcels in Assessment Districts 976, 991, 997 &

MOTION: That said resolution be adopted.
18. Resolution of the City of San Bernardino awarding a contract to
Golden West Landscape Contractor for the maintenance of
landscaping in Assessment District 982. (See Attached) (Cost to
the City - $5,786.65 to be recovered through assessments
placed on parcels in Assessment District 982.) (Contract

MOTION: That said resolution be adopted.
19. Resolution of the City of San Bernardino awarding a contract to
Golden West Landscape Contractor for maintenance of landscaping
in Assessment Districts 993 and 1005. (See Attached) (Cost to the
City -- $20,908.88 to be recovered through assessments placed
on parcels in Assessment Districts 993 and 1005.) (Contract
documents are available in the City Clerk's Office) Ward 6
MOTION: That said resolution be adopted.
Police Department
20. Resolution of the City of San Bernardino awarding a purchase
order to Motorola Incorporated, Riverside CA for the purchase of
four vehicle radios and eight portable radios. (See Attached) (No
cost to the City -- $31,233.52 to be funded from the Citizens
Option for Public Safety [COPS] Grant.) (Resolution not
available at the time of printing.)
MOTION: That said resolution be adopted.

21. Resolution of the City of San Bernardino awarding a purchase
order to Motorola Corporation for the purchase of 94 mobile data
computers to be utilized by the Police and Fire Departments in
accordance with Bid Specification #F99-26. (See Attached) (No
cost to the City -- $855,860.60 cost to be funded as follows:
$191,202.90 from Fire CDBG Funds, and $664,657.70 from
Police 1998/2000 Local Law Enforcement Block Grant Funds.)
MOTION: That said resolution be adopted.

22. Public hearing - an ordinance renewing a grant to Stubblefield
Construction dba Mountain Shadows Cable TV System. (See
Attached)
An ordinance of the City of San Bernardino renewing a grant to
Stubblefield Construction dba Mountain Shadows Cable TV
System of a non-exclusive franchise to construct, operate and
maintain a cable television system within the City of San
Bernardino. FIRST READING (Ordinance not available at time
of printing.)
Mayor to open the hearing . . .
MOTION: That the hearing be closed; and that said ordinance be
laid over for final adoption.

STAFF REPORTS
City Administrator
23. Authorize execution of subpoenas - utility billing records — audit of
AT&T and Southern California Edison - Utility Users Tax.
(Documentation not available at time of printing.)
MOTION: That the Mayor be authorized to execute the attached
subpoenas for the production of business records at
Southern California Edison Company and AT&T for
the purpose of conducting an audit of utility users
taxes.
Development Services
24. Resolution of the City of San Bernardino authorizing the execution
of an agreement with Sierra Computer Systems, Inc., (SCSI) for the
purchase of `PERMITS' Plus license for the permit tracking system
upgrade to be used by various departments. (See Attached) (Cost
to the City -- $36,500 from various General Fund accounts.)
MOTION#1: That said resolution be adopted; and
MOTION #2: That the Director of Development Services be
directed to proceed with purchasing computer
equipment as indicated in the Resolution Exhibit
A, up to a maximum cost of$36,500.
25. Authorize staff to proceed with street name change — "Auto Plaza
Drive" to "Auto Center Drive." (See Attached) (No cost to the City
-- $500.00 paid by petitioner.) Ward 3
MOTION: That the Director of Development Services be
authorized to proceed with the street name change for
"Auto Plaza Drive" to Auto Center Drive.
Police
26. A resolution of the City of San Bernardino authorizing the donation
of three (3) older model police vehicles to the Inland Valley
Development Agency (I.V.D.A.)/San Bernardino International
Airport Authority (S.B.I.A.A.) for use by the Airport Security Force.

27. Resolution of the City of San Bernardino amending Resolution No.
3985 entitled, in part, "A resolution prohibiting parking upon
certain designated streets or portions thereof..." to establish a no
parking any time zone on Fourth Street between Foothill Boulevard
and Tia Juana Street, applicable to the south side only. (Backup
material was distributed on December 21, 1998, Item No. 19.)
MOTION: That said resolution be adopted.

COMMUNITY DEVELOPMENT COMMISSION

R28. Public hearing - amendment to 1996/97 & 1997/98 Annual
Action Plan - agreement with San Bernardino Mobilehome Park
Corporation. (See Attached) ($700,000 from previously
allocated Federal HOME Program Funds.) Wards 2, 3 & 7
Resolution of the Mayor and Common Council of the City of San
Bernardino rescinding Resolution No. 98-68 and authorizing the
execution of an agreement with the San Bernardino Mobilehome
Park Corporation for the rehabilitation of certain mobile home
parks.
Mayor to open the hearing . . .
MOTION#1: That the hearing be closed; and that said
resolution be adopted; and
MOTION #2: That the Mayor and Common Council reallocate
Federal HOME funds, as depicted in Exhibit "A"
of the staff report, and approve an amendment
to the 1996/97 and 1997/98 Annual Action
Plan of the City's Consolidated Plan to provide
funding in the amount of $700,000 to the San
Bernardino Mobilehome Park Corporation for the
rehabilitation of certain mobilehome parks and
$32,820.15 to a contingency account.

R29. Resolution of the Community Development Commission of the City
of San Bernardino authorizing the Executive Director of the
Economic Development Agency to execute an agreement for
Professional Services with Theatrical Arts International. (See
Attached) (No cost to the Agency)
MOTION #1: That said resolution be adopted; and
MOTION #2: That staff be authorized to give a thirty (30) day
cancellation notice to the Civic Light Opera and
Keith Stava Productions.

MOTION: That the meeting be adjourned.
NOTE: The next joint regular meeting is scheduled for 8:00 a.m.,
Monday, January 25, 1999 in the Council Chambers of City Hall,

NOTICE: Any member of the public may address this meeting of the
Mayor and Common Council/Community Development
Commission on any item appearing on the agenda by
approaching the microphone in the Council Chambers when
the item about which the member desires to speak is called
and by asking to be recognized.
Any member of the public desiring to speak to the Mayor and
Common Council/Community Development Commission
concerning any matter not on the agenda but which is within
the subject matter jurisdiction of the Mayor and Common
Council/Community Development Commission, may address
the body at the beginning of the meeting, during the period
reserved for public comments. Said total period for public
comments shall not exceed forty-five (45) minutes; unless
such time limit is extended by the Mayor and Common
Council/Community Development Commission. A three
minute limitation shall apply to each member of the public,
unless such time limit is extended by the Mayor and
Common Council/Community Development Commission.
No member of the public shall be permitted to "share"
his/her three minutes with any other member of the public.
The Mayor and Common Council/Community Development
Commission may refer any item raised by the public to staff,
or to any commission, board, bureau, or committee for
appropriate action or have the item placed on the next
agenda of the Mayor and Common Council/Community
Development Commission. However, no other action shall be
taken nor discussion held by the Mayor and Common
Council/Community Development Commission on any item
which does not appear on the agenda unless the action is
otherwise authorized in accordance with the provisions of
subdivision (b) of Section 54954.2 of the Government Code.
Public comments will not be received on any item on the
agenda when a public hearing has been conducted and
closed.
