Synopsis of Previous Council Action: 4/19/99 Fire Department and American Medical Response staff presented information regarding the subject issue, at a workshop to Mayor and Council. 7/6/99 Item continued to July 19, 1999 to allow time to receive all exhibits pertinent to contract approval. 7/19/99 Adopted resolution 1999-186 approving a contract with American Medical Response relating to a 180-day pilot program to assess enhanced pre-hospital paramedic services. RECOMMENDATION: 1. Adopt Resolution. 2. Authorize the Director of Finance to amend FY 1999-2000 budget to reflect a) the continuing reclassification costs of three firefighters positions to paramedic positions for an additional four months at the cost of $12,856, and b) reflect the corresponding revenue reimbursement of $12,856 to be received from AMR. _��Cj 'k P"VN Signatu Contact Person: Larry R. (AMR). BACKGROUND: The public/private partnership pilot program between San Bernardino City and AMR has been ongoing for the last 180 days. Data that has been collected indicates that the program has been highly successful. All interested parties, San Bernardino City Fire, AMR and Inland Counties Emergency Medical Authority (ICEMA) have expressed that they are pleased with the results thus far. However, it has been determined that further study is necessary to ensure that this program will be successful once implemented on a permanent basis. AMR, ICEMA and San Bernardino City Fire staffs have indicated that the publiclprivate partnership program should be extended for an additional 120 days. This extension of time will allow staffs to compile and analyze additional data. The accumulated information will provide a basis for a long-term program between the City of San Bernardino and AMR. In addition, this extension will allow the time needed to negotiate a long-term contract with AMR. For a more in depth description of the public/private partnership program please refer to the attached staff report dated July 19, 1999. FINANCIAL IMPACT: AMR will reimburse the City for the continued reclassification costs of three firefighter positions to three paramedic positions. These position reclassification costs equal $3,214 per month (totaling $12,856 for the four month period). There will be no net impact to the General Fund as revenues and expenditures are being increased equally. RECOMMENDATION: 1. Adopt Resolution. 2. RESOLUTION_ C O F V 1 RESOLUTION OF THE CITY OF SAN BERNARDINO APPROVING A 120 2 DAY CONTRACT EXTENSION BETWEEN THE SAN BERNARDINO CITY FIRE DEPARTMENT AND AMERICAN MEDICAL RESPONSE 180-DAY 3 PILOT PROGRAM TO ASSESS ENHANCED PRE-HOSPITAL PARAMEDIC SERVICE 4 ' 5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 6 SECTION 1. That American Medical Response (AMR) and San Bernardino 7 8 City Fire Department extend their 180-day public/private partnership pilot program, 9 according to the current contract, an additional 120 days beginning February 1, 2000; 10 and 11 SECTION 2. That the Mayor or her designee is hereby authorized and 12 directed to execute an extension of 120 days to the current contract ; and 13 SECTION 3. This 120 day extension is effective February 1, 2000; and 14 SECTION 4.
