Description, Modify Traffic Signal—Pacific St. at Arden Avenue Finance: d Council Notes: s Agenda Item No. 3/��aDDo CITY OF SAN BERNARDINO – REQUEST FOR COUNCIL ACTION Staff Report Subject: Resolution awarding contract to Signal Maintenance, Inc.—Modification of Traffic Signal at Pacific Street and Arden Avenue per Plan No. 10030. Background: The intersection of Pacific Street and Arden Avenue is a major intersection adjacent to San Gorgonio High School with significant pedestrian traffic crossing Pacific Street to and from the high school. The proposed improvements will include upgrading the push buttons on the signal to comply with ADA standards, installing handicap ramps, and providing a protective/permissive left-turn operation for eastbound and westbound Pacific Street. Plans and specifications for this project are complete and the project is ready to be awarded. The estimated project costs are as follows: Traffic Signal Construction Cost $55,680 Contingencies $5,560 Design, Inspection and Contract Administration $5,560 Total $66,800 This project was advertised locally; the following companies responded. Name of Bidder City Amount of Bid Stein and Company, Inc. Corona $73,74870 New West Signal Rancho Cucamonga $67,882.00 Peek Traffic—Signal Maintenance Inc. Anaheim $55,680.00 Financial Impact: Funding for this project in the amount of $60,000 was approved in the FY 1999/2000 Capital Improvement Program and $25,000 was funded in Account No. 129-367-5504-7155 (Installation of streetlights at Base Line Street between Sterling and Victoria Avenues). The streetlights at this location will be installed by Southern California Edison (SCE) at no cost to the city. The remaining $18,200 will be used for staff time spent coordinating with SCE, and reserved for street lights at other locations. Since the projected total project costs including design, inspection and construction exceed the original estimate in the CIP, staff is proposing to transfer funds from Account No. 129-367-5504-7155. All costs incurred will be charged to the 1999/2000 Traffic System Construction Fund budget under Account No. 250-370-5504- 7170 (Traffic signal modification at the intersection of Pacific Street and Arden Avenue). FOR TRAFFIC SIGNAL MODIFICATION AT THE INTERSECTION OF 4 PACIFIC STREET AND ARDEN AVENUE PER PLAN NO. 10030. 5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 6 7 SECTION 1. Signal Maintenance, Inc. is the lowest responsible bidder for TRAFFIC 8 SIGNAL MODIFICATION AT THE INTERSECTION OF PACIFIC STREET AND 9 ARDEN AVENUE PER PLAN NO. 10030. A contract is awarded accordingly to said 10 bidder in a total amount of $55,680 but such award shall be effective only upon being fully 11 executed by both parties. All other bids, therefore, are hereby rejected. The Mayor is 12 13 hereby authorized and directed to execute said contract on behalf of the City; a copy of the O14 contract is on file in the office of the City Clerk and incorporated herein by reference as fully 15 as though set forth at length. 16 SECTION 2. This contract and any amendment or modifications thereto shall not take 17 effect or become operative until fully signed and executed by the parties and no party shall be 18 19 obligated hereunder until the time of such full execution. No oral agreements, amendments, 20 modifications or waivers are intended or authorized and shall not be implied from any act or 21 course of conduct of any party. 22 SECTION 3.
