BACKGROUND
The applicant requests approval of a General Plan Amendment to change the land use
designation of approximately 2.9 acres from CO-1, Commercial Office to CH, Commercial
Heavy. The change in land use designation would allow the applicant to expand its existing
commercial printing business.
At its meeting of February 8, 2000, the Planning Commission recommended that the Mayor
and Common Council approve General Plan Amendment 99-08. Commissioners Adams,
Coute, Durr, Enciso, Garcia, Ramirez and Thrasher voted in favor of the motion.

FINANCIAL IMPACT
None. The applicant submitted the required application fees.
RECOMMENDATION
Staff recommends that the Mayor and Common Council approve General Plan Amendment
99-08 based on the Findings of Fact in the Planning Commission Staff Report.

REQUEST AND LOCATION
The applicant requests approval of a General Plan Amendment to change the land use
designation of approximately 2.9 acres from CO-1, Commercial Office to CH, Commercial
Heavy. The change in land use designation would allow for a variety of manufacturing,
warehousing and service commercial uses. Specifically, the GPA would allow the applicant to
expand its existing commercial printing business. The project is located at the northeast comer of
Arrowhead Avenue and Rialto Avenue in the CO-1, Commercial Office land use district.
SETTING/SITE CHARACTERISTICS
The 2.9-acre site is adjacent to a variety of office uses to the north and east, and across
Arrowhead Avenue to the west. Across Rialto Avenue to the south is vacant property. The
property is developed with 36,600 square feet of warehouse and office space.
BACKGROUND
Crown Printers established its business at 250 W. Rialto in 1980 in a building that housed a
succession of industrial uses since it was built in 1950. In 1996, Crown Printers received
approval to expand into the building at 105 N. Arrowhead for use as a stock room. The stock
room was determined by the Director of Development Services to be a use that was consistent
with the CO-1 land use district. This GPA is now requested for both addresses so that industrial
operations can be expanded.
The Development Review Committee (DRC) initially reviewed General Plan Amendment 99-08
on December 2, 1999 and was cleared to the Planning Commission.
FINDINGS AND ANALYSIS
1. Is the proposed amendment internally consistent with the General Plan?
General Plan Goal 4B is to "Generate ongoing industrial growth, in an orderly and controlled
manner, through diversification of the industrial base and maintenance of current activity.." The
applicant, Crown Printers, is an established business that wishes to expand at its existing
location. The change to CH will allow the applicant to expand its operations and thus maintain
its location and current activity.
2. Is the proposed amendment detrimental to the public interest, health, safety,
convenience, or welfare of the City?
The proposal would allow the property to be developed for warehousing and light manufacturing
uses. The site is already developed with two warehouse style buildings that have been rehabbed
and maintained since the 1950's. No new development is anticipated, but any new construction
will be required to meet all applicable provisions of the Development Code, and the business will
be operated in conformance with all applicable City and State requirements, as such, it will not
pose any threat to the public health, safety and welfare of the citizens of San Bernardino.

3. Does the proposed amendment maintain the appropriate balance of land uses
within the City?
The property is adjacent to other commercial uses and has been underutilized for several years
and will be used for an established business already at this location. The General Plan
Amendment does not impact the balance of land uses within the City.
4. Is the subject parcel physically suitable (including, but not limited to, access,
provision of utilities, compatibility with adjoining land uses, and absence of
physical constraints)for the requested land use designation and anticipated land
use development?
All agencies responsible for reviewing access, and providing water, sanitation and other public
services have all had the opportunity to review the proposal, and none have indicated an inability
to serve the project as commercial printing business. The site meets the minimum requirements
of the Development Code in regards to lot size, access, and circulation for the CH land use
designation. All future development that would be permitted on site must also conform to all
Development Code standards.
CONCLUSION
The proposal meets all the necessary Findings of Fact for approval of General Plan Amendment
99-08.
RECOMMENDATION
Staff recommends the Planning Commission recommend that the Mayor and Common Council:
1. Approve General Plan Amendment 99-08, based upon the Findings of Fact contained in
this Staff Report.

7 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:

SECTION 1. Recitals
9
10 (a) WHEREAS, the General Plan for the City of San Bernardino was adopted by the
11 Mayor and Common Council by Resolution No. 89-159 on June 2, 1989.
12 (b) WHEREAS, General Plan Amendment No. 99-08 to the General Plan of the City
13 of San Bernardino was considered by the Planning Commission on February 8, 2000, after a
14
C` 15 noticed public hearing, and the Planning Commission's recornmendation of approval has been
16 considered by the Mayor and Common Council.
17 (c) WHEREAS, General Plan Amendment No. 99-08 is covered by the general rule
18 that CEQA applies only to projects which have the potential for causing a significant effect on
19 the environment and it can be seen with certainty General Plan Amendment No. 99-08 would
20
21 not have a significant effect on the environment and therefore, recommend that a Notice of
22 Exemption be adopted.
23 (d) WHEREAS, the general rule exemption was reviewed by the Environmental
24 Review Committee, the Planning Commission and the Mayor and Common Council in
25 compliance with the California Environmental Quality Act (CEQA) and local regulations.

27 (e) WHEREAS, the Planning Commission conducted a noticed public hearing on
28 February 8, 2000 in order to receive public testimony and written and oral comments on

1 General Plan Amendment No. 99-08 (a proposal to change the General Plan Land Use
2 Designation from CO-1, Commercial Office to CH, Commercial Heavy for 2.9 acres at 250

4 W., Rialto Avenue and 105 N. Arrowhead Avenue) and fully reviewed and considered the
5 Planning Division staff report and the recommendation of the Environmental Review
6 Committee.
7 (e) WHEREAS, the Mayor and Common Council held a noticed public hearing and
8
fully reviewed and considered proposed General Plan Amendment No. 99-08 and the
9
10 Planning Commission and Environmental Review Committee recommendations and Planning
11 Division Staff Report on March 20, 2000.
12 (f) WHEREAS, the adoption of General Plan Amendment No. 99-08 is deemed in the
13 interest of the orderly development of the City and is consistent with the goals, objectives and
14
policies of the existing General Plan.

16 SECTION 2. Statutory Exemption
17 NOW, THEREFORE BE IT RESOLVED, FOUND AND DETERMINED by the
18 Mayor and Common Council that it can been seen with certainty that there is no possibility
19 that the proposed amendment to the General Plan of the City of San Bernardino will have a
20
21 significant effect on the environment, and the Statutory Exemption is hereby ratified,
22 affirmed and adopted.
23 SECTION 3. Findines
24 BE IT FURTHER RESOLVED by the Mayor and Common Council of the City of
25 San Bernardino that:

27 A. The proposed amendment is internally consistent with the General Plan in that it meets
28 Goal 4B which encourages the City to generate ongoing industrial growth, in an

1 orderly and controlled manner, through diversification of the industrial base and
2
3 maintenance of current activity by allowing an established business to expand at its
4 existing location.
5 B. The proposed amendment would not be detrimental to the public interest, health,
6 safety, convenience, or welfare of the City in that the existing buildings on site were
7 constructed for service commercial and warehouse uses and the change in use will be
8
9 in conformance with all applicable City and State requirements.
10 C. The proposed amendment would not impact the balance of land uses within the City in
11 that the property is adjacent to other commercial uses and has been underutilized for
12 several years and will be used for an established business already at this location.
13 D. In the case of an amendment to the General Plan Land Use Map, the subject parcel(s)
14
15 is physically suitable (including, but not limited to access, provision of utilities,
16 compatibility with adjoining land uses, and absence of physical constraints) for the
17 requested land use designation(s) and the anticipated land use development(s) in that
18 the amendment area is flat, meets the minimum requirements for lot size, access and
19 circulation, and existing infrastructure suitable for urban development exists at the
20
site.

22 SECTION 4. Amendment
23 BE IT FURTHER RESOLVED by the Mayor and Common Council that:
24 A. The Land Use Plan of the General Plan of the City of San Bernardino is amended by
25
changing the land use designation from CO-1, Commercial Office to CH, Commercial
26
27 Heavy for 2.9 acres being identified as 250 W. Rialto Avenue and 105 N. Arrowhead
28 Avenue. This amendment is designated as General Plan Amendment No. 99-08 and its

1 location is outlined on the map entitled Attachment A, and further described in
2 Attachment B, copies of which are attached and incorporated herein for reference.

4 B. General Plan Amendment No. 99-08 shall become effective immediately upon
5 adoption of this resolution.
6 SECTION 5. Man Notation
7 This resolution and the amendment affected by it shall be noted on such appropriate
8
General Plan maps as having been previously adopted and approved by the Mayor and
9
10 Common Council and which are on file in the office of the City Clerk.
11 SECTION 6. Notice of Exemption
12 The Planning Division is hereby directed to file a Notice of Exemption with the
13 County Clerk of the County of San Bernardino certifying the City's compliance with
14
California Environmental Quality Act in preparing the Notice of Exemption.
