Synopsis of Previous Council Action:
9/24/97 Council approved an expenditure of $10,000 to retain a consultant for the preparation of
a feasibility study and a business plan for a regional emergency service training center.
6/8/98 Council approved resolution 98-170 that approved formation of a Joint Powers Authority
(JPA) with the County and Community College District to develop and operate a regional
fire training center.
RECOMMENDATION:
Authorize the Director of Finance to amend the FY 1999-2000 Fire Department budget and
appropriate $75,000 from the unappropriated/unreserved General Fund balance to account 001-202-
5505 (other professional services) for the City's share of the grant match for the Emergency Training
Center Joint Powers Authority.

STAFF REPORT
SUBJECT:
Authorize the Director of Finance to amend the FY 1999-2000 Fire Department budget
and appropriate $75,000 from the unappropriated/unreserved General Fund balance for
the City's share of the grant match for the Emergency Training Center Joint Powers
Authority (JPA).
BACKGROUND:
In September of 1997, Council approved an expenditure of $10,000 to retain a
consultant for the preparation of a feasibility study and a business plan for a regional
emergency service training center. This expenditure was in conjunction with the County
of San Bernardino, and the San Bernardino Community College District; each entity
contributed one third of the total $30,000 cost. Currently, San Bernardino City Fire
Department has no training facility. This facility will provide better training at a lower
cost. At the same time, the aircraft rescue and fire fighting (ARFF) portion of the facility
will attract a large geographical student base. These students will add to our tourism
tax base.
At the June 8th 1998 meeting, Council approved Resolution 98-170 that approved
formation of a JPA with the County and College District. The fundamental purpose for
the JPA is to develop and operate a regional fire service training center.
During the latter part of June 1998, the JPA submitted an application to the Federal
Aviation Administration (FAA) that requested a grant from FAA to construct a live fire
training facility. A grant of $5.6 million dollars was awarded to the JPA from the FAA in
June of 1999. This grant has a 10% match requirement from the JPA; consequently,
the tri-agency share of the 10% match is a total of $560,000, or $187,000 per entity.
Earlier this month, the JPA awarded contracts with two vendors to conduct the required
environmental assessment, and to provide architectural and engineering services for
the training site. The projected schedule of work will require some payment to the
vendors prior to end of this fiscal year. The JPA has requested that $75,000 of the
City's share of $187,000 be paid to cover its portion of the costs with the balance of
$112,000 to be paid in FY 2000-2001 budget year.
FINANCIAL IMPACT:
The Fire Department's operating budget needs to be increased by $75,000 to meet the
City's obligation for this fiscal year for the regional fire training center's interim time and
materials contracts for development planning and environmental studies. Next year's
obligation is $112,000.
RECOMMENDATION:
Authorize the Director of Finance to amend the FY 1999-2000 Fire Department budget
and appropriate $75,000 from the unappropriated/unreserved General Fund balance to
account 001-202-5505 (other professional services) for the City's share of the grant
match for the Emergency Training Center Joint Powers Authority.
