STAFF REPORT
SUBJECT:
Authorizing submission of application for the Used OR Recycling Block Grant Funds from the
California Integrated Waste Management Board.
BACKGROUND:
The California Oil Recycling Enhancement Act provides funding,through Used Oil Recycling Block
and Opportunity grants,to local governments for specified activities that encourage communities to
recycle and properly dispose of used motor oil. The California Integrated Waste Management Board
(Board) administers the program which is funded by a$0.04 surcharge on all quarts of oil sold,
transferred, or imported into California.
The utilization of Used Oil Recycling Block and Opportunity grant funding in previous years has
enabled the City to implement a curbside collection program for residents;provide residents with
used oil collection containers;maintain certified used oil collection centers throughout the City; as
well as providing public and school education programs. As a result of the City's Used Oil Program,
a total of 44,834 gallons of used motor oil was recycled by San Bernardino residents in 1999.
The 2000/2003 Used Oil Recycling Block Grant application,if approved,will provide$64,306 for
the first year of the three year grant cycle to enhance and maintain the City's current used oil
program. Specific projects within this grant application include the continuation of the used oil
curbside collection program,distribution of used oil collection containers for residents,public and
school education programs. Funding for the remaining two years will be calculated by the California
Integrated Waste Board and provided to the City prior to each fiscal year.
The grant term is from July 1, 2000 through June 30, 2003.
FINANCIAL IMPACT:
The amount requested in grant funding is $64,306. Grant funding will be used to operate the used
oil curbside collection program;purchase used oil and filter collection containers for residents;
public education, and school education programs. There are no matching funds required by the
City.
RECOMMENDATION:
Staff recommends adoption of the attached resolution authorizing the submission of this application
for grant funds

5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
6 CITY OF SAN BERNARDINO AS FOLLOWS:
7 WHEREAS,the people of the state of California Oil Recycling Enhancement Act
8 provides funds to cities and counties for establishing and maintaining local used oil collection
9 programs that encourage recycling of used motor oil;and
10 WHEREAS,the California Integrated Waste Management board has been delegated the
11 responsibility for the administration of the program with the State, setting up necessary procedures
12
13 governing the applications of cities and counties under the program; and
14 WHEREAS,the applicant will enter into an agreement with the State of California for the
15 implementation and maintenance of a Used Oil Recycling Program that offers used oil recycling
16 opportunities for residents and encourages the proper disposal of used motor oil;
17 NOW,THEREFORE, BE IT RESOLVED that the Mayor and Common Council of the
18 City of San Bernardino authorizes the submittal of an application to the California Integrated
19 Waste management Board for the 2000/2003 Used Oil Recycling Block Grant— Sixth Cycle
20 (attached hereto as Exhibit "A"). The Director of Public Services, or his designee, is hereby
21
22 authorized to execute in the name of the City of San Bernardino all necessary contracts,payment
23 requests, agreements, and amendments hereto for the purposes of securing grant funds and to
24 implement and carry out the purposes specified in the grant application.
25 The authorization to execute the above referenced is rescinded if it is not issued within
26 sixty(60) days of the passage of this resolution.
