POSITION JUSTIFICATIONS
The following are justifications for classified appointments, promotions and other
personnel actions to be reviewed by the Mayor and Common Council at the March 20,
2000 Council meeting.
CLASSIFIED
GENERALFUND
1. Administrative Operations Technician (Cravens. Robert) —Appointment
CODE COMPLIANCE
The Administrative Operations Technician performs technical and skilled tasks in the
operation of Code Compliance computer systems. With the increased advantages
provided by technology, the department has become much more reliant on computers
to record data, track complaints and issue notices. This position provides daily
maintenance of our software programs and daily downloading of information and
troubleshooting of computer hardware. These services are essential to the day-to-day
operations of the department.
2. Programmer (Porter. Gerald) —Appointment
MANAGEMENT INFORMATION SYSTEMS
This appointment is to fill the provisional Programmer for the Fire Department. This
position represents a technical support employee dedicated to Fire to manage their
conversion to and use of their new RMS and CAD. This person has already made a
tremendous difference in their ability to collect statistics, and get viable reports off their
systems. He will also be heavily involved in converting their fleet to mobile data
computers, and the long-term support of their depot's automation needs.
12. Typist Clerk III (Wee Eng, Blanca)— Promotion
POLICE
There are two (2) Typist Clerk III positions assigned to the Crime Analysis Unit. There
is one (1) vacancy now creating a 50% vacancy factor in that unit. This appointment will
increase the efficiency and ability to further the COP and POP philosophy and will also
allow them to provide more detailed and accurate data to manage those programs. It
will also assist officers as well as the public in current crime trends.

13. Community Service Center Manager (Carter, Linda) — Promotion
PARKS, RECREATION & COMMUNITY SERVICES
This promotion will fill a position that has been vacant since mid-1997. The Community
Services Center Manager is assigned to the two (2) senior citizen centers and is the
only full-time position for the supervision of these two very busy facilities.
It is critical that this position be filled to provide for adequate supervision and
programming of the centers. Additionally, the department is planning to conduct a
Senior Olympics in October, and this position will play a very important rule in this
event.
14.& Community Service Representative I (Bateman, Peggy & Padilla, Vincent) —
15. Promotions POLICE
There are currently two (2) openings in our Community Service Representative I (CSRI)
position. These positions will allow the department to assign each of them to the front
desk or the field depending on assignment requests by others. This will increase the
efficiency of service to the public to respond to calls for service or walk-in and telephone
inquiries. This position is critical in increasing police officers ability to take more critical
emergency calls.
REFUSE FUNDS
18.- Refuse Operator I (Jones, Lee, Mendoza, Richard & Teran, Carlos)—
20. Appointments PUBLIC SERVICES
These three (3) vacancies for Refuse Operator I have existed for several months.
When positions are vacant, other employees have to fill in when performing their duties
and a backlog of work is created and efficiency is affected. It is necessary to fill these
positions in order to maintain full collection capability and container repairs and
deliveries in the refuse operation. Unfilled positions limit the services to customers and
revenue is affected. It is the policy of this Refuse Division to promote from within, when
possible.
