In its continued efforts to insure that the City is expending its CDBG funds in compliance with federal regulation, staff has routinely reviewed and monitored the progress of existing projects and programs to insure that they are on schedule and progressing without obstacles. As part of this on going effort to move projects and expend funds, in July and October 1999, the Commission has already authorized the reallocation of $3.2 million in unexpended old CDBG funds to a number of under budgeted or incomplete community development activities or other new projects that lacked resources. CURRENT ISSUE: Staff has now conducted a fourth evaluation of the CDBG Program and has found it necessary to recommend the reallocation of funds in the amount of$116,780. The programs and projects that were previously funded and approved by the Commission are noted in 1 below. These funds are being reallocated because the projects have either been completed and/or funds were in excess of what was needed to complete the projects. These projects are: 1. Projects CDBG Funds ARE Reallocated to: Project Project Name Reallocation Number Amount 93-19 Home of Neighborly Services $30,000 96-208 Nunez Park ADA $72,000 97-208 City Hall Restrooms/ADA Retrofit $14,780 Total Reallocation $116,780 The reason for the reallocation of CDBG funds is as follows: Home of Neighborly Services Rehabilitation: Project is 60% complete. Additional funds are needed to complete the unforeseen seismic & ADA improvements,painting,restroom drainage, tile, etc. Nunez Park ADA Improvements: Project is in progress. ADA improvements and compliance is required before the park and pool can be opened to the public in June 2000. Funds will be used to retrofit the park for ADA compliance such as: path of travels for entry to the plunge, parking lot striping and signage, widening entries to the locker rooms, etc. City Hall ADA Retrofit: The contract to award the City Hall retrofit of restrooms to comply with ADA requirements is pending City Council approval on April 3, 2000. Additional funds are needed to perform demolition, installation of four disabled accessible toilets, sinks and drinking fountains. -------------------------------------------------------------------------------------------------------------------------------------------- MP:lag:04-03-00 CDBG Reprogram COMMISSION MEETING AGENDA Meeting Date:04103/1000 Agenda Item Number: Lik Economic Development Agency Staff Report CDBG Reprogramming March 20, 2000 Page Number-3- --------------------------------------------------------------------------------------------------------------------- FISCAL IMPACT: This item will not negatively impact the City's General Fund nor the Redevelopment Agency's Funds as funds for the various programs are available from Community Development Block Grant(CDBG) funds for Fiscal Year 1995-2000 in the amount$116,780 Environmental Review Prior to the release of any federal resources, the Agency must adhere to the National Environmental Protection Agency (NEPA) environmental guidelines and requirements. All mandated notices of public hearing have been adhered to.
