Description) Finance: Council Notes: Agenda Item No. 4/3V"VO CITY OF SAN BERNARDINO—REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: An ordinance of the City of San Bernardino adding Section 10.16.260 to the San Bernardino Municipal Code relating to parking of recreation vehicles on public right-of- way. Background: San Bernardino Development Code Section 19.24.60(11) (B)restricts parking of recreation vehicles on public right-of way for more than 48 continuous hours. To issue a citation under this section the vehicle owner must be contacted and given a Notice to Appear or file a Long Form Complaint. Locating the owner can many times be difficult and time consuming. To streamline this process, staff is recommending that Section 10.16.260 be added to the Parking Ordinance allowing issuance of parking citations for these violations in public right of way. This proposed new San Bernard;ne C'�de section met two goals: (1)prevent the continuous parking of recreation vehicl-s on Ci°y streets; (2)makes it more efficient to enforce the ordinance. Financial Impact: There is no cost associated with the new ordinance. There may be some increased revenue resulting from the payment of citations. Recommendation: That said ordinance be laid ov fo- f_ it adoption. 1 ORDINANCE NO. 2 3 4 AN ORDINANCE OF THE CITY OF SAN BERNARDINO ADDING SECTION 10.16.260 TO THE SAN BERNARDINO MUNICIPAL CODE . 5 RELATING TO PARKING OF RECREATION VEHICLES ON PUBLIC RIGHT-OF-WAY. 6 7 THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO DO ORDAIN AS FOLLOWS: 8 SECTION 1. Section 10.16.260 is hereby added to the San Bernardino 9 Municipal Code to read as follows: 10 Section 10.16.260 Parking of recreation vehicles on public right-of-way. 11 A. Recreation vehicles may be temporarily parked on public right-of- 12 ways in front of residences for not more than 48 continuous hours for the purposes of loading or unloading. Forty-eight hours must elapse before the start of a new 13 Forty-eight hour period, together with movement of the vehicle a distance of at 14 least 500 feet. 15 B.
