STAFF REPORT
Subject:
An ordinance of the City of San Bernardino adding Section 10.16.250 to the San Bernardino
Municipal Code relating to parking vehicle- -n unpe ed parcels of real property.
Background:
Currently, San Bernardino Municipal Code 15.24.050(A) (5)requires that all vehicles parked in
multi-residential, commercial and industrial zoned properties be parked on an improved surface.
To issue a citation officers must contact the vehicle owner and provide him/her with a Notice to
Appear or file a Long Form Complaint. Locating and contacting the owners can be difficult and
time consuming. To streamline this process, staff is recommending that Section 10.16.250 be
added to the Parking Ordinance allowing officers to ticket offending vehicles.
The proposed new San Bernardino Municipal Code section meets three goals: (1)prevents the
parking of motor vehicles on unimproved commercial properties; (2)makes it more efficient to
enforce; and (3)provides ccn 'Ste-- vith rece .rdinauce changes dealing with parking
vehicles on unimproved surfaces in -side-ifel zoned areas.
Financial Impact:
There is no cost associated with the new ordinance. There may be some increased revenue
resulting from payment of citations.
