Subject:
Resolution of the City of San Bernardino accepting a BJA Ballistic Vest Grant
and increasing Annual Purchase Order #200343 for ballistic vests from $24,900
to $43,000.
Background:
Every year, the Police Department estimates the number of new and replacement
ballistic vests they will need for the fiscal year and requests a purchase order for this
amount. Bids for the provision of ballistic vests were received in March 1999 and based
on the estimated quantity needed for FY 1999-2000, an Annual Purchase Order (P.O.
#200343) in the amount of$24,900 was issued to Adamson Industries.
Due to the number of police officers with expired ballistic vests, and the projected
number of vests that will expire before the next fiscal year, it is necessary to increase
P.O. #200343 from $24,900 to $43,000.
On September 8, 1999, the Police Department applied for a Ballistic Vest Grant from
the Bureau of Justice Assistance (BJA). The Department was unable to seek approval
by the City Council prior to filing the grant application due to the September 30, 1999
filing deadline. BJA has awarded $6,000 to the Department that can be applied to cover
50% of the cost of purchasing new ballistic vests.
When ballistic vests expire, the manufacturers no longer warranties that item. Also, due
to the extreme heat in which officers wear these vests, the materials break down over
the years making them less effective. Due to the ballistic vests being a safety issue, it is
imperative that this Purchase Order is increased to accommodate these expired vests.
Fiscal Impact:
$12,100 is available in the Police Department's General Fund (Account #001-224-5111)
for the additional vests. The remaining $6,000 needed for the vests will be provided by
grant funds from the Bureau of Justices Assistance that was awarded to the Police
Department (Account#123-526-5111).
Recommendation:
Adopt resolution.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
5 OF SAN BERNARDINO AS FOLLOWS:
6 Section 1. That the Mayor and Common Council ratify the grant application
7 submitted by the Police Department for a Bureau of Justice Assistance (BJA) Ballistic
8
Vest Grant and accept a grant award in the amount of$6,000.00.

11 Section 2. That the Mayor and Common Council approve increasing Annual
12 Purchase Order#200343 for ballistic vests from $24,900.00 to $43,000.00.
