Synopsis of Previous Council Action:
June 7, 1999 — Council authorized an open purchase order with Merit Day Foods for FY 99/00. The Senior Nutrition
Program has utilized Merit Day Foods through purchase orders for the past seven years.
Recommended motion:
That the Parks, Recreation and Community Services Department be authorized to establish an Open Purchase Order in
the amount of$40,000 with Merit Day Foods for the purchase of raw food products for the City of San Bernardino
Senior Nutrition Program and that the City Purchasing Manager be directed to issue the Purchase Order for same.

AUTHORIZATION TO ESTABLISH AN OPEN PURCHASE ORDER IN THE
AMOUNT OF $40,000 WITH MERIT DAY FOODS FOR THE PURCHASE OF RAW
FOOD PRODUCTS FOR THE CITY SENIOR NUTRITION PROGRAM FOR FY
2000/2001.
Background:
The Senior Nutrition Program of the City of San Bernardino spends approximately $35,000 to
$40,000 per annum with Merit Day Foods. Merit Day Foods provides bulk meat products at the
most economical price of any of its competitors. Senior Nutrition staff have made price spot
checks since 1992 to identify the best meat prices overall and Merit Day Food continues to offer
the best price and service of those available.
The purchase of a raw food product, such as meat in bulk form, by the Senior Nutrition Program
is governed by several factors such as menu development, seasonal/holiday schedules and
participation.
The establishment of an open purchase order with the Merit Day Food Company (see attached
Request for Purchase Form) will allow the Senior Nutrition Program to provide flexible menus
involving products that will meet the needs of our participants without impeding the program's
contractual obligations to the County of San Bernardino. Further, the need to order sizeable
quantities of raw food products on fairly short notice will not be impaired.
Financial Impact:
This vendor contract supports the City's Senior Nutrition Program. All costs incurred from this
vendor agreement are reimbursed through federal, state, and county grants. No city general
funds are required.
Recommendation:
Based upon previous experience and the service record of this vendor, it is recommended that the
Senior Nutrition Program establish an Open Purchase Order with Merit Day Foods in the amount
of$40,000 for Raw Food products for FY 00/001.
