No.) 001-307-5111 (Acct Descri Signing & Striping Materials Finance: Council Notes: Agenda Item No. y/31aboo CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: Authorization to Change the Parking Time Limit from 2-hours to 3-hours on Streets surrounding the CinemaStar Theater Complex. Background: The City received a request to change the time limit on the streets surrounding the new CinemaStar Theater Complex. Requestors feel that patrons of the theaters will be better served if the existing 2-hour parking limitations are changed to 3-hour parking limitations. Traffic Engineering staff evaluated the request and concurs with the requestors. However, not all the streets surrounding the complex are restricted, and in several areas, parking is prohibited altogether. The areas that are unrestricted are working well, and the "No Parking" zones are needed to accommodate bus stops and to mitigate traffic safety related issues. Consequently, staff feels it is best to leave these areas as existing and only change those where a 2-hour parking limitation currently exists. The following are streets surrounding the theater and their associated restrictions: • 4`h Street between"F" Street and"E" Street- south side -No Parking • 4`h Street between"F" Street and "E" Street-north side -Unrestricted • 5`h Street between"F" Street and `B" Street-both sides- 2-hour Time Limit Parking • "F" Street between 4`h Street and 5`h Street -west side -2-hour Time Limit Parking • "F" Street between 4b Street and 5`h Street - east side -Unrestricted • "E" Street between 4`h Street and 5`h Street-both sides - 2-hour Time Limit Parking Financial Imuact: The estimated cost of$ 800.00 for installing the new signs will come from general fund Account No. 001-307-5111 (Signing and Striping Materials). This action is considered routine and there will be no major impact to the account. CITY OF SAN BERNARDINO — REQUEST FOR COUNCIL ACTION STAFF REPORT continued Recommendation: Adopt Resolution changing the 2-hour time limit parking to 3-hour time limit parking along the following streets: • 5s' Street between "F" Street and"E" Street-both sides • "F" Street between 4s' Street and 5s' Street-west side • "E" Street between 0 Street and 5'11 Street-both sides The attached Resolution includes the following two corrections: 1) In August of 1996, the Mayor and Common Council approved Resolution No. 96-267 approving a 2-hour parking limitation on "E" Street between Mill Street and Rialto Avenue. This action expanded the 2-hour limitation to include Sundays. However, the Subsection of Resolution No. 8234 that excludes the two parking limitations on Sundays was not modified to remove this area of"E" Street. 2) The existing Resolution includes the area of"F" Street between 2"d and 4`" Streets.
