Thank you ESR/dp1/ attachment POSITION JUSTIFICATIONS The following are justifications for classified appointments, promotions and other personnel actions to be reviewed by the Mayor and Common Council at the April 3, 2000 Council meeting. CLASSIFIED GENERALFUND 1.& Electrician I (Briggs, Fabian) —Appointment 2. Electrician I (Owen. Robert) - Appointment DEVELOPMENT SERVICES These positions were vacated as a result of two (2) promotions (one in March of 1999 and the other in January 2000). These Electrician I positions are essential to the maintenance of street lights for 33 ballparks, Carousel Mall parking lot, three-level and five-level parking structures, Library parking lot and 6,000 street lights in the City. Filling these positions will increase our level of service to the public, and increase the department's efficiency in the performance of routine maintenance and response to outages. 3. Landscape Inspector 11 (Thomas. Gary — Appointment PARKS, RECREATION & COMMUNITY SERVICES The Landscape Inspection Section of the Parks Division has been operating with a Park Maintenance Supervisor inspecting 58 sites, totaling 223 acres, since the Park Project Coordinator resigned on 4/9/99. The spring and summer months are the major public use months of our parks and the most intense period for maintenance of the parks. It is imperative that the Park Maintenance Supervisor currently being utilized to fill in for the Landscape Inspector be allowed to return to his primary area of responsibility, park maintenance supervision, to assure that the maintenance needs and requirements of the parks are being carried out. Filling the Landscape Inspector II position will enable the department to provide the required inspection services at the 58 sites (223 acres) presently under landscape maintenance contracts without further impacting supervision of the Park Maintenance Section. #9 4/3/00 9. Typist Clerk III (Brummett, Debra) — Promotion PARKS, RECREATION & COMMUNITY SERVICES The Typist Clerk III position became vacant when the incumbent retired in October 1998. Subsequently, the position was been frozen through January 31, 2000, to help meet the Department's vacancy factor for budget purposes. The absence of an employee in this position has impacted the ability of the department to complete all administrative requirements in a timely manner. Further, morale of the other staff has been affected as they have been expected to complete their assigned tasks and pick up the additional workload created by the vacancy, as well. It is imperative that this position be filled. FEDERALFUNDS 10. Staff Analyst I (Petty, Calvin)—Appointment SBETA The Employment and Training Agency requests approval to fill the vacant Staff Analyst I position, as called for in the agency's organizational structure. The new Workforce Investment Act (WIA) of 1998, which repeals the Job Training Partnership Act (JTPA) of 1992, imposed extensive reform to workforce development with mandatory compliance by July 1, 2000. In order to accommodate these new federal mandates and to more effectively meet the ever-increasing responsibility of administering federal and state employment and training programs, it is imperative that all vacancies within this department be filled in a timely manner. The Staff Analyst I position is fully funded by JTPAIWIA, and requires no general fund contribution. #9 4/3/00
