The published time period for submission of proposals was Tuesday, February 8, 1994 through Tuesday, March 22, 1994 at 3:00 p.m. The Mayor and Common Council also approved recommended "Program Objectives" as follows: Program Objectives Program Objectives were developed in an effort to maximize the use of CDBG funds. Through the effective and efficient implementation and use of CDBG funds, it is anticipated a greater benefit to the community will be realized: The approved Program Objectives are as follows: • When appropriate, encourage the utilization of CDBG funds to carry out capital improvement and infrastructure projects in redevelopment project areas, which are categorized by blight, including inadequate public facilities and infrastructure. • Encourage the development of proposals which complement existing and future projects for maximum benefit to the community. (An example of an appropriate effort would be to fund projects in conjunction with Agency-sponsored activities in the Downtown.) • Fund Public Service activities which will result in an increased level of service for an organization. (In accordance with the CDBG regulations, funds should not be provided to maintain an existing budget, but rather to supplement and increase an organization's level of service.) — — — --- __ —_____-----------------------—--------------------------------------------- LM:1y94-95.cdc COMMISSION MEETING AGENDA MEETING DATE: 05/16/19994 Agenda Item Number: 13 DEVELOPMENT DEPARiAIENT STAFF REPORT Fy 94/95 Cdbg Public Hearing May 10, 1994 Page Number-2- • Encourage community based organizations to develop joint projects which consolidate activities and maximize community resources. A total of one-hundred and ten(110)proposals were received and reviewed by the Community Development Citizen's Advisory Committee(CDCAC). In the Public Services category ($495,750 available) fifty-three(53) applications for financial assistance were received totaling $1,098,998. In the Capital Improvements category($1,283,712 available)fifty-four(54) proposals were received totaling $5,219,702. An additional three(3) proposals were received totaling$112,000. These proposals while eligible for CDBG consideration, are not categorized as Public Services or Capital Improvement applications. APPLICATION REVIEW PROCESS The CDCAC week-long review process included evaluation of applications, presentations from program proponents, and formulation of final recommendations to the Mayor and Common Council. The final recommendations of the CDCAC are listed in the attached document identified as the "Draft Statement of Objectives and Projected Use of Funds(Exhibit "A")." In addition to the approved projects, the CDCAC has made recommendations for three(3) contingency projects in the category of Public Services and three(3) contingency projects in the category of Capital Improvements. The contingency projects are listed in order of priority and are to be funded in the event that any of the approved projects(Capital Improvement projects#94-01 through#94-12 and Public Services projects#94-20 through 994-46) do not result in an executed agreement. Also attached to this report is a document entitled "Proposals Not Recommended for Funding (Exhibit B)," which identifies each organization, proposal and requested funding amount which was not recommended for funding. All proposals received, including those submitted after the deadline, were considered by the CDCAC and recommendations were based upon the individual merit of the proposal. These people are so terribly upset when they arrive at the court and if we had to turn them away without help I would hate to think of what might happen to them and their children. However, the CDCAC made a final decision to fully consider all late applications submitted.
