On April 4, 1994 the Community Development Commission awarded a bid to Howard Contracting,Incorporated
for demolition and earthwork for the construction of the new Central Police Station.
Recommended Motion(s):

MOTION: That the Community Development Commission authorize the Executive Director to draft and
execute a contract with Converse Consultant Inland Empire for an amount not to exceed $84,000
and estimated reimbursable expenses of$5,000 for Inspector Of Record services for the
construction of the new Central Police Station and authorize funding for same. Further, authorize
staff to administer changes in the scope of services to the amount of the contingency ($6,720)
and authorize funding for same.

Inspector Of Record -- Police Facility. Construction
In this report, staff seeks authorization for the Executive Director to draft and execute a
contract for Inspector Of Record services for the construction of the new Central Police
Station.
BACKGROUND
The new Central Police Station is designated by the building code as "an essential facility"
Essential facilities fall under a special set of construction codes, which ensure a building will
better withstand seismic and other natural and environmental disasters. During the
construction of an essential facility, an Inspector Of Record (IOR) must be employed full-time
on the site to ensure that proper construction methods and materials testing methods have
been employed. This full-time position ensures that the building will be built to proper
code(s).
REouEsTs FOR O A .IFI ATION
On April 21, staff advertised for essential facilities inspection. Advertisements were placed in
the LOS ANGELES TIMES, THE LA WATTS TIMES, THE SUN, and several local
minority papers. Five firms responded to the request. Of those five firms, Converse
Consultants Inland Empire presented what staff believes as the most qualified inspector at the
most reasonable hourly rate. Listed below are the firms' price quotations and their location:

Construction of the police station is schedule to finish 11 months and two weeks from this
date. It is necessary that the Inspector of Record begin working with staff immediately to
prepare a testing and inspection schedule for special inspections and materials testing. With
this testing and inspection schedule, staff will be able to choose a reputable firm from a

subsequent Request for Proposals for these services. Based upon the two week, eleven month
completion time, staff requests $84,000 for the service of the Inspector of Record. Since the
Inspector will be paid for his actual time on the job. it is possible that this fee will be less
than $84,000. If, however, construction is delayed, the Inspector's fee will rise with the
amount of time on the job. As such staff requests, as contingency, $6,720 for additional
services. In addition, staff seeks authorization for $5,000 of reimbursable expenses paid to
the Inspector on a cost plus basis.
RECOMMENDATION
The construction of the new Central Police Station will require the services of a full-time
Inspector of Record. Staff has received responses to its Requests For Proposals for this work
and has concluded that the most qualified Inspector at the most reasonable hourly rate is
provided by
Converse Consultants Inland Empire.
Staff recommends adoption of the form motion.
