The stated mission of this strategy is to "actively maintain, improve and develop quality neighborhoods and housing opportunity throughout the entire city". Recognizing, however,that the City does not have sufficient resources to adequately meet all of the identified housing needs throughout the community at one time, the Housing Division has established an approach based upon the following: • Concentration of resources on specific citywide housing issues and within selected "focus" neighborhoods. • Involving the community in determining various needs and/or issues(such as significant community input included in the CHAS document). • Through the Neighborhood Preservation Team(NPT), design programs and coordinate the efforts of various City departments to meet identified housing needs. • Utilize housing programs and projects to create sufficient visual impact to stimulate private investment in the City's housing and neighborhoods. The ultimate goal of this approach is to change the economics of each "focus" neighborhood to such an extent that it will be maintained at a desired level without the need for more than normal investment of City resources. The Housing Division has previously provided comprehensive neighborhood improvement assistance within the State Street "focus" neighborhood and is currently providing such assistance on an ongoing basis within the Arden-Guthrie "focus" community. The Neighborhood Preservation Team(NPT) recently met to formally identify potential "focus" neighborhood areas within each councilmanic ward(please see attached listing). This identification was based upon the NPT membership's comprehensive knowledge and experience regarding neighborhood "needs" and the condition of existing housing stock within this community. The specific criteria utilized by NPT members to evaluate potential neighborhoods ------------------------------------------------------------------------------------------------------------------ KJH:DRE:lag:05-02-01.cdc COMMISSION MEETING AGENDA MEETING DATE: 05/16/19/994 Agenda Item Number: �'" DEVELOPMENT DEPAR.-4ENT STAFF REPORT "Focus" Neighborhood Selection May 10, 1994 Page Number-2- included condition of the existing housing stock(Windshield Survey), Code Enforcement activity levels, crime/police activity levels, percent of owner-occupants, the potential to garner neighborhood and property owner support, the existence of community groups and neighborhood watch-type organizations and the overall condition of the neighborhood (streets, curb, gutter, sidewalk, street fights, neighborhood parks, etc). After identifying fourteen(14) potential neighborhood areas, the NPT then recommended designating those two (2) "focus" neighborhoods located within the Central City Revitalization area. A major housing priority identified for the City of San Bernardino during FY 1994/95 will be implementation of a comprehensive revitalization strategy within the Central City community. Based upon input received from the Mayor's Office and from NPT membership, one important component of that strategy is the designation of selected "focus" neighborhoods within the Central City Revitalization Strategy area. Based upon specific recommendations made by the Neighborhood Preservation Team (NPT), the Housing Division is proposing that two (2) "focus" neighborhoods I-15 Freeway West, "E" Street East, Baseline Street North, 9th Street South, and Sierra Way West, Waterman Avenue East, Baseline Street North, 9th Street South be designated as selected "focus" neighborhoods (please see attached map). When designated, these areas become eligible to receive a wide variety of concentrated neighborhood improvement assistance based upon the individual "needs" of the community, potentially including but not limited to the following: • Graffiti Removal • Street Light Installation • Sidewalk Installation • Trash Removal/Clean-up • Tree Trimming/Planting • Pro-Active Code Enforcement • Animal Control • Traffic Controls • Problem Oriented Police (POP) • Asphalt Overlay/Street Improvement ------------------------------------------------------------------------------------------------------------------ KJH:DRE:lag:05-02-01.cdc COMMISSION MEETING AGENDA MEETING DATE: 05/16/1994 Agenda Item Number: / DEVELOPMENT DEPAR.,AENT STAFF REPORT "Focus" Neighborhood Selection May 10, 1994 Page Number-3- In addition, designated "focus" neighborhoods will also become eligible to receive comprehensive property improvement assistance through the Neighborhood "Spirit" Program(please see attached marketing brochure). It is important to note, however, that following the "focus" neighborhood designation of process, designation funds for the various neighborhood and property improvement programs will be authorized as part of the Economic Development Agency's FY 1994/95 budget adoption process. On Tuesday, May 10, 1994, the Housing Committee discussed selection of FY 1994-95 "focus" neighborhoods. Following these discussions the Housing Committee then recommended(2-0-1; Councilman Oberhelman absent)to the Community Development Commission approval of two (2) "focus" neighborhoods within the Central City Revitalization Strategy area. Based upon the foregoing, staff recommends adoption of the form motion.
