MOTION: That the Community Development Commission approve a$3,000 grant award to Ray of Hope
Ministries under the Homeless Shelter and Utility Payments Program and authorize the Chairman and
Executive Director to execute any documents necessary to effectuate this transaction.

Ray of Hope Ministries
Homeless Shelter Utility Payments Program
This item regarding potential financial assistance to Ray of Hope Ministries under the Homeless
Shelter Utility Payments Program was placed on the May 10, 1994, Housing Committee agenda at
the request of Councilwoman Pope-Ludlam.
The Ray of Hope Ministries is a religious based organization, with corporate headquarters in the City
of Highland, that operates a four-bed shelter located at 165 S. Mt. Vernon Avenue in the City of San
Bernardino. The organization operates, by its definition, a drug and alcohol recovery program for
homeless women. The facility, opened since March 1993, can accommodate four women and one
dependent child. The facility offers shelter and, "...weekly drug and alcohol support groups designed
to promote stability in the life of a person struggling to live a clean and sober life. Activities include
prayer, bible study and open discussion.".
The organization has filed an application dated January 17, 1994, but has not been approved, as a 501
(c)(3) non-profit under the Internal Revenue Code. The organization has provided the following
program information(Attachment "B"):
• Evidence of financial resources sufficient to meet its facility rent
payments.
• A program description outlining the specific drug and alcohol
counseling intervention services available to the residents clients.
• A list of referring agencies and the screening process for client
participation in the program.
• A list of rules and regulations for client participation in the program,
including dispute resolution and screening mechanisms for substance
abuse monitoring.
The organization's outstanding utility obligations and average monthly bills are noted in Attachment
"A" to this report (approximately $3,000). Currently, approximately $3,000 in unexpended/unutilized
funds is available within the HSUPP budget.

At the Housing Committee meeting on May 10, 1994, the Committee recommended (2-0;
Oberhelman absent), to the Community Development Commission approval of a $3,000 grant award
to Ray of Hope Ministries under the Homeless Shelter and Utility Payments program.
Based upon the foregoing, staff recommends adoption of the form motion.

Operation Scope:
In response to the urgent need to provide a viable home for women and
women with children who have found themselves bound by a life of drug
and alcohol abuse, the Ray of Hope Ministries recovery home for women was
opened on March 10th 1993. The home is designed to be a place of refuge
for those women who have a sincere desire to live a drug 6 alcohol free
life . The only criteria for entry is a desire to change,
SCOPE: The womens recovery home is designed to offer a clean and sober
environment where the women can focus on the issues which caused them to
turn to a life of drug abuse . The primary recovery tool used in the home
is the support group concept... -
Conduct within the home is governed by a comprehensive set of rules which
set forth the guidelines upon which the program is ran. Each resident must
agree to be subject to the house rules.
The program is being monitored by a full time on site house manager who insures
compliance to rules and program scheduling . The house manager also serves
as liaison between the staff and residents . Her duties include but are not
limited to cooking food, assigning work duties, administering discpline, moral
support, spiritual guidance, and general overall program compliance.
In addition to performing daily chores, there is a morning "group session"
conducted by the Program Director Dwight Pledger, this group includes a
forum for discussing issues within the home and principles and concepts
for inproving and building up self esteem and attitude changes . The after-
noon session is administered by various group leaders who conduct lessons
designed to improve coping skills.
The type of clients that enter the home are usually homeless and addicted to
drugs, ages range from 17 to 45, The home is presently able to accommodate
up to 5 women and 2 small children.
Most of the counseling is conducted by the Program Director, Dwight Pledger.
Classes are conducted by Cassandra Walker, Womens Department President, and
Ray of Hope Ministries board member. Pastor Dennis Hackett conducts afternoon
class.
