STAFF REPORT
The excess right-of-way the City of San Bernardino would like to sell to Ralph and
Nancy Monge consists of approximately 0.42 acres of vacant land located North of
Highland Avenue and West of the new State Highway 330. This right-of'-wnv was
relinquished to the City of San Bernardinn by Caltrans upon the completion of the
new State Highway 330 link from the 1-10 in Redlands. The proper{v's configuration
is' fairly rectangular but slopes steeply down to Mr. and Mrs. Monge's property from
the street grade.
Because of its size and its severe sloping configuration, the property does not
meet City building standards, and in fart, would be of possible value only to the
property owner to the Fast.
The subject property was appraised by Len Perdue, ASA on March 10, 1994. His
valuation at that time was $500.00. This is a realistic value for a piece of
property which has no use to the City or to any other possible buyer except. the
Monges. Also, Mr. Monge paid for the appraisal ($1700.00). Mr. Monge will use this
excess right-of-way to integrate the slope into the grading plan for his tract of
property. .,
As this piece of property has no value to the City and in fact may be considered a
liability, Real Property Staff would like to recommend that a fair market value of
Five Hundred Dollars (S500.00) be set on said property and further recommends the
sale of this parcel of land to Ralph and Nancy Monge for incorporation into their
grading plan.

A FAIR MARKET VALUE AND SALES PRICE OF S500.00 AND AUTHORIZING AND DIRECTING
3 THE EXECUTION OF A GRANT DEED CONVEYING THAT CERTAIN SITRPLUS RIGHT-OF-WAY
LOCATED NORTH OF HIGHLAND AVENUE AND WEST OF THE NEW STATE HIGHWAY 330, IN
4 THE CITY OF SAN BERNARDINO, TO RALPH AND NANCY MONCF.
5 BF. IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AS FOLLOWS:

7 SECTION I . The Mayor and Common Council of the City of San
8 Bernardino hereby establish a fair market value of Five Hundred Dollars
9 ($500.00) for said excess right-of-way and set the sales price of said
10 property at Five Hundred Dollars (5500.00) .
11 SECTION 2. The Mayor and the City Clerk of the City of San
12 Bernardino, are authorized and directed to execute on behalf of the City, a
13 Grant Deed conveying said excess property located North of Highland Avenue
14 and West of the new State Highway 330, to Ralph and Nancy Monge, a copy of
15 which is attached herein, marked Exhibit "A" and incorporated herein by
16 reference as fully as though set forth at length.
