Recommended motion:
That the plans for widening Mill Street (north side) , east of "D"
Street, and Rialto Avenue (south side) , west of "E" Street, to
match adjoining sections, in accordance with Plan No. 8903, be
approved; and the Director of Public Works/City Engineer be
authorized to advertise for bids.

STAFF REPORT
An amendment to the San Bernardino Municipal Code was
approved on 8-1-91 , by adoption of Ordinance No. MC-796. This
amendment authorizes the City, after holding a public hearing, to
order a property to widen their street frontage, to match
adjoining previously widened sections. In the event that the
property owner fails to do the widening within the prescribed
time, the City may proceed to have the work done and place an
assessment on the property to recover the costs.
The action to initiate proceedings was for three
properties, but one has completed the widening. This action
provides that the costs to accomplish the widenings will be
financed by the City, and recovered through assessments placed on
the properties over a period of 3 years. Interest will be
charged at the rate of 78 per annum on the unpaid balance.
Plans for widening the sections on Mill Street and Rialto
Avenue have been prepared, and the project is ready to be
advertised for bids.
Below is an estimate of the total project ,cost:

TOTAL ESTIMATED PROJECT COST $ 67,500
These estimates are higher than normal, due to the
presence of several obstructions, such as street light poles,
fire hydrants and catch basin, that must be either removed or
relocated in order to accommodate the widening.
Very minor amounts of additional rights-of-way will be
required at the intersections to accommodate the new curb returns
and handicap ramps. Both property owners, National Orange Show
and Southern Pacific Railway, have agreed to execute an easement
document for these additional rights-of-way.
We recommend that the plans be approved and authorization
granted to advertise for bids.
