RECOMMENDATION
To approve application for grant funds from the California Local
Government Used Oil Opportunity Grant Program.
BACKGROUND
The California Oil Recycling Enhancement Act provides funding to
local governments for specified activities that discourage the
illegal disposal of used lubricating oil . The California
Integrated Waste Management Board (CIWMB) administers the program
which is funded by a $ . 04 surcharge on all quarts of oil sold,
transferred, or imported into California. The Board anticipates $5
million will be available for the Local Government Used Oil
Opportunity Grant Program and will pay awards of up to $500, 000.
Current contract used oil recycling programs (Waste Management)
cost around $. 12 per home per month.
DISCUSSION
The City of San Bernardino currently has no used oil recycling
program other than the County's Household Hazardous Waste drop-off
program and a few auto stores who accept used oil. Used oil is not
accepted in landfills, and this encourages illegal dumping. This
grant, if approved, will provide state money for:
1. Purchase of equipment to retrofit refuse vehicles for curbside
collection of used oil;
2 . Construction of permanent facilities for the collection of
used oil;
3 . Purchase of equipment and supplies for collection of used oil;
4 . Establishment or regularly scheduled curbside collection of
used oil;
5. Public Education;
6. Used oil disposal costs.
SUMMARY
San Bernardino must expand its current recycling efforts to meet
state mandates. Citywide used oil recycling will materially assist
the City's efforts to reach 25% of the total waste stream diversion
required by 1995. It will also prevent accidental spills caused by
oil containers being mixed with household refuse, and keep oils out
of the landfills and water table.
BUDGET IMPACT
The General Fund will not be affected if this grant is approved.

5 WHEREAS, the people of the State of California have enacted the
6 California Oil Recycling Enhancement Act which provides funds to
7 cities and counties for establishing and maintaining local used oil
8 collection programs that encourage recycling or appropriate disposal
9 of used oil; and,
10 WHEREAS, the California Integrated Waste Management Board has
11 been delegated the responsibility for the administration of the
12 program within the state, setting up necessary procedures governing
13 application b cities and counties under the
PP Y program; and,
14 WHEREAS, said procedures established by the California
15 Integrated Waste Management Board require the applicant to certify
16 by resolution the approval of application before submission of said
17 application to the state; and,
18 WHEREAS, the applicant will enter into an agreement with the
19 State of California for development of the project,
20 NOW THEREFORE, be it resolved that the Mayor and Common Council
21 of the City of San Bernardino authorizes the submittal of an
22 application to the California Integrated Waste Management Board for
23 a Local Government Used Oil Opportunity Grant. The Acting Director
24 of Public Services of the City of San Bernardino is hereby
25 authorized and empowered to execute in the name of the City of San

SUMMARY
This grant, if approved, will provide state money to assist in
initiation of a used oil recycling program to serve the 40,000
residences in the City of San Bernardino. The current County
Household Hazardous Waste Program provides a used oil recycling
drop-off point open from 9: 00am to 4: 00pm Monday through Friday.
Estimates of used oil to be picked up and not illegally disposed of
in landfills run as high as 1, 600 gallons per month. Used oil will
be picked up weekly concurrent with refuse pickup. Grant monies
will provide capital expenditures for equipment and public
education. This program will provide a convenient method of
disposal for used oil by San Bernardino City residents.

EXHIBIT A - PROGRAM REPORT
A. Statement of Need
Explanation of need for technology/process
San Bernardino is a city of 171, 000 located in the Mohave
Desert East of Los Angeles. San Bernardino supports 60, 000
residences and provides jobs to 58 , 000 people. Located at a major
pass across the Mojave Mountains, San Bernardino was originally a
railroad town, but is now a thriving community greatly influenced
by a major East West freeway in the Southern Us. Research data
indicates a City of San Bernardino's size has approximately 1, 600
gallons per month of used oil available for pick-up at city
residences.
Explanation of benefits to California Society
San Bernardino's intention is to reduce illegal dumping of
environmentally hazardous waste oil in landfills and the city
wastewater system through public education and a citywide disposal
program consisting of:
1. A citywide education program consisting of printed
materials for residential customers (suitable for use
in city schools) combined with television and printed
media materials will provide incentive when coupled with
a "free" recycling program.
2 . The use of specially modified refuse trucks for used oil
recycling pickup on regular basis (weekly) . The use of
the special dump sinks and holding tanks will allow
existing city refuse trucks to pickup waste oil for
recycling with modest capital expenditures.
3 . The use of city employees for weekly pickup (eliminating
training costs and providing personnel already familiar
with the locations involved) .
B. Program Description
Proposed project and details of accomplishment
1. The existing fleet of residential refuse collection
trucks will be fitted with collection tanks.
2 . Holding tanks and oil test kits will be used in the city
yard where the trucks are garaged.
3 . Following a short education program via local television
and newspapers, residents will be able to place used oil
outside with refuse for weekly pickup in nonstandard
containers.
4 . City workers will pickup and dump used oil into special
tanks fitted on the residential refuse trucks. The oil
will be transported to the city yard where it will be
placed in containers for testing prior to storage for
pickup by a commercial used oil recycling firm.

Explanation of how eligibility criteria is satisfied
a. Ouantity diverted - The City of San Bernardino generates an
estimated 20 , 000 gallons of used oil annually from residential
sources. Implementation of this program will ensure its proper
disposal.
b. Cost per gallon - Using city historical data, equipment,
labor, operations, maintenance, and current industry disposal
costs, residential pickup cost will be approximately $. 10 per
household per month. This favorably compares with the current
charges for pickup by contract vendors of $. 26 per household per
month (commercial contractors furnishing containers, dedicated
equipment, and personnel) .
C. Availability of markets - Commercial disposal of larger
quantities is readily available. San Bernardino intends to dispose
of 400 gallon increments.
d. Mitigation of adverse environmental effects - The proposed
collection and transport system will significantly reduce the
energy use and air pollution currently associated with dedicated
used oil collection while eliminating current environmental
hazardous and illegal dumping practices.
e. Compatibility with existing solid waste management - The
proposed collection and transport system is extremely flexible and
easily adaptable to most current and projected solid waste
management programs. The flexibility of the transport system
allows for implementation throughout greater geographic areas at
economical cost.
f. Methods - Combination of the collection tanks and sinks in
existing residential refuse equipment is a better method of used
oil collection.
g. Financial self-sufficiency - Current commercial collection
costs are quoted around $. 26 per household per month. San
Bernardino estimates this collection method is especially viable
for the low volume residential customer and will cost less than
$. 10 per household annually, as no dedicated trucks nor personnel
are required. Within the City of San Bernardino the solid waste
user fees will pay for the operation and maintenance of the
program.
h. Ability to carry out proposed project -
1. Technical resources - The current solid waste manager of
the City of San Bernardino has 16 years of solid waste
management experience, including two U.S. patents.
Expertise is available in law, vehicle repair, hazardous
waste, financial management, and public relations as a
City agency. The assistant project manager has 23 years
of government management experience and a Master's Degree
in Business Administration.

2 . Experience with similar projects - The City of San
Bernardino successfully carries on a residential refuse
service serving 170, 000 residents. Both managers and
line personnel have many years experience with various
types of recycling operations.
3 . Existing management structure and expertise - The current
management structure is responsible for collection and
disposal of almost 700 tons of solid waste and
recyclables daily. City expertise in the areas of
contracts, vehicle maintenance, law, transportation,
solid waste management, recycling, planning, financial
management, and public relations is superior.
i. Probability of implementation and completion with grant funds
The City of San Bernardino is committed to fulfilling the
requirements of AB 939 in an efficient and economical manner while
adhering to the spirit of the bill. This recycling program will be
implemented. The receipt of a used oil recycling grant will
compliment other recycling initiatives (Residential Commingled,
Commercial paper, glass, plastic, cardboard, and greenwaste,
Residential Greenwaste, Scrap Tires, and Construction Debris)
currently ongoing in the City of San Bernardino. Funds will be
adequate for initial capitalization and virtually guarantee
successful completion.
j . Technical and economic feasibility - The technical processes
involved are not new, although not currently combined. They are
all time-proven and present no special difficulties. Economically,
the proposition is viable at the current commercial costs.

Dear CHRIS:
This letter is to serve as a preliminary quotation to provide a Waste Oil Collection and Storage System
for The City of San Bemardiono, Refuse Division. Below is a break down of the design you specified.
Each truck (30) will be retro-fitted with a 20 gallon on board holding tank. The truck tanks are fitted with
a covered sink in which the driver will deposit oil picked up at the residential sites.
The stationary tank system at the yard will consist of 3 double wall connected tanks, located on a pad at
the North end of the fueling station, with containment pad and surrounding crash poles. These tanks
will be a one-unit box configuration. Two 50 gallon tanks will be connected at the Southern end of the
system. A 500 gallon storage tank will be the final holding tank for collection.
Procedurally, a truck will arrive at the fueling islands at the end of their shift to take on fuel. Hose reels
with quick-disconnects will be available at each island so the driver can connect to his waste oil tank.
The waste oil is pumped into tank#1 (50 gal.) and tested for contamination. Upon completion of the
test, tank#1 is emptied into tank#3 (500 gal.) for final storage if the oil is not contaminated. If the test
is positive for contaminates, the contents are transferred into tank#2 (50 gal.) temporarily. This emp-
ties tank#1 for the next truck. Tank#2 (contaminated) will be drawn off to a 55 gallon drum for dis-
posal.
This quotation is provided as a tum-key operation. We provide all materials, on-site retro-fitting of
trucks, installation of containment pad, crash poles, and stationary tank system. We will obtain the
necessary permits for the installation of the system and include 4 hours of training for your staff. We
will require you to provide compressed air to the tank site.

We estimate at this point the total cost of the system to be between $38,000 to 42,000.
