This has resulted in a Police Sergeant vacancy at the police department. RECOMMENDATION: It is our request that the police department be allowed to add an additional Police Sergeant's position to its table of organization in order to replace the aforementioned sergeant's position. This additional position will remain in the table of organization as long as the City and the IVDA maintain their contractual arrangement. There will be no costs to the City as funding for the position will be provided by the IVDA. FINDINGS: Over the upcoming 1994-95 calendar year, the police department will be hiring 17 additional police officers under the "Clinton Police Supplement Grant". With the addition of these police officers to the department, it is essential to maintain the first line supervision position within the department. Additionally, in recent years, the public has increased the demands placed on police officers as well as police officer actions becoming more scrutinized. It is this first line supervisor who is responsible to insure police officers conform to the policies and procedures of the department. The Inland Valley Development Agency (IVDA) has signed the "Caretaker" Agreement with the federal government to take over management of what was once Norton Air Force Base. As part of this Caretaker Agreement, the IVDA has contracted with the San Bernardino Police Department to provide security services. As part of the contractual agreement, the funding from IVDA is designed to allow the police department to replace Police Sergeant position. The additional Police Sergeant position (P-3) was also approved by the Council 's Personnel Committee on May 5, 1994. 5-0264
