Last week notices for all landscape assessment districts were mailed to city residents. Most of
the districts required an increase in the assessment to pay the costs of the landscaping provided.
In some cases that assessment rose dramatically. For example, in one district the annual fee
rose from $33 to $244. This was attributable to the fact that the developer had previously
absorbed the majority of the costs. With the final phase completed, the developer withdrew
from the project, and the true costs of the assessment have been passed through to the property
owner.
This example, notwithstanding, we have received a number of complaints from residents about
their landscaping assessments. The common theme seems to be "I wouldn't mind paying the
money, if I thought I was getting my money's worth". Residents say that the landscapers are
rarely there and that the city response is reactive instead of preventative.
In conversations with the Mayor, we have come up with a concept which we believe would
alleviate this common complaint.
What the Mayor and I discussed, is empowering the residents in landscape districts to control
the services they pay for. We would set up a system where the residents would select the
contractor and monitor the work performed. The city would still play a role as far as
establishing minimum standards and facilitating the bid process, but the evaluation of the
landscaper's performance and his or her ultimate retention, would shift to those who are paying
for the services.
The first step would be to select a district wherein residents are willing to assume this role and
use that district as a pilot project. As long as there are no objections, we will be working with
the City Attorney, City Engineer and Director of Parks and Recreation to launch this concept.
