Synopsis of Previous Commission/Council/Committee Action(s):
On November 2, 1993 the Community Development Commission approved a proposal to the State of California for the
design and construction of the State Consolidated Offices and Caltrans Building.

Recommended Motion(s):
(Mayor and Common Council)
MOTION A: That the Mayor and Common Council authorize the Mayor and City Clerk to execute a contract with
the staff recommended EIR consultant in an amount not to exceed$150,000.00
(Community Development Commission)
MOTION B: That the Community Development Commission authorize the Executive Director to reimburse the
City for the contracted EIR consultant,including expenses incurred for the City staff environmental
consultant(Tom Dodson&Associates,not-to-exceed$15,000.00)and direct expenses,and allocate
bond proceeds in the estimated amount of $150,000.00 for same.

STAFF REPORT
EIR Consultant-Sunerblock
In this report staff seeks the allocation of funding for the contracting of a consultant to compile and prepare the
Environmental hnpact Report for the Superblock.
BACKGROUND
The development of the Superblock may create several possible environmental impacts. These possible impacts have
been identified through the California Environmental Quality Act(CEQA)Initial Study. As a result,it has been
determined that an Environmental Impact Report(EIR)will need to beprepared. Neither the Agency or the Planning&
Building Services Department sta$have the requisite resources required by this lengthy. As such,the Planning&
Building Services Department,with reimbursement from the Agency proposes to hire a qualified consultant to prepare
the EIR.
CONSULTANT SELECTION
The Request for Proposal(RFP)for the EIR consultant was advertised on March 11, 1994 by the Planning
Department,and proposals are due back to the Planning Department on April 18,1994. Staff from Planting,Public
Works,The Agency and Tom Dodson&Associates will review the proposals and finalize a recommendation by April
21, 1994.
In order to meet the Government Center construction schedule,the EIR consultant will only be given six weeks to
prepare the EIR document,and will need to begin work immediately after staff makes its recommendation. Due to this
aggressive schedule,staff seeks advance approval for funding and contract execution. Otherwise,the schedule will be
delayed by two-weeks.
RECOMMENDATION
The EIR for the Superblock must be completed before construction of the Government Center begins. The current
schedule requires the that the EIR consultant be hired as soon as possible in order for the City to meet the requirements
of the California Environmental Quality Act Planning and Building Services Department Staff seeks the Councirs
advance authorization to contract a consultant based upon staffs recommendation. Agency staff seeks funding in an
amount estimated not to exceed$150,000.00 to reimburse the City for the cost of the consultant contract,staff consultant
(Tom Dodson&Associates),and direct expenses.
Staff recommends adoption of the form motion.
