On April 7, 1994,the Redevelopment Committee recommended to the Community Development Commission that the
Executive Director be authorized to acquire right-of-way necessary for the construction of the Central Police Station
from the San Bernardino County Schools for the price of$85,000.00.

MOTION: That the Community Development Commission authorize the Executive Director to acquire right-of-
way necessary for the construction of the Central Police Station from San Bernardino County
Superintendent of Schools for the price of$85,000.00,plus estimated escrow and title fees of
$1,100.00,and to execute any and all documents necessary to complete t he acquisition.

RIGHT-OF-WAY ACQUISITION - SAN BERNARDINO COUNTY
SUPERINTENDENT OF SCHOOLS
In this report, staff seeks authorization for the Executive Director to acquire property necessary,
to construct the New Central Police Station. This property currently serves as a portion of the
southern half of 7th Street, which is to be vacated (closed) once all properties on 7th Street are
acquired.
BACKGROUND
The plans for the construction of the New Central Police Station require the vacation(closing) of
7th Street. This Street is not owned in fee by the City, but is held by right-of-way. Each half of
the street is owned by the adjacent landowner. The Agency owns the North-half of the street,
while three separate parties own the Southern half. Staff has completed negotiations with one of
the landowners, San Bernardino County Superintendent of Schools, and staff expects to complete
negotiations with the other two landowners, GTE and Bill Parsons, soon.
ACOUISITION
The County Schools has offered its property to the Agency for the price of $85,000.00, plus
escrow and title fees of approximately $1,100.00. Staff believes this price to fall within an
acceptable range of values and within the current budget. Demolition of the Police Station site
will begin soon, and it is important to purchase all needed property in a timely manner.
RECOMMENDATION
The vacation of 7th Street will require the acquisition of several parcels of land in order for the
vacation to be completed. The purchase of the County Schools property is one of three
acquisitions needed for the vacation. More importantly, the acquisition of parcels and vacation of
7th Street is necessary for the construction of the Central Police Station.
Based on the foregoing, staff recommends adoption of the form motion.
