COUNCIL ACTION STAFF REPORT P RPOSE To provide results from the pilot residential recycling program for consideration of program expansion. BACKGROUND AB 939 requires California jurisdictions to reduce their landfill waste stream 25% by 1995 and 50% by 2000. San Bernardino analyzed its waste stream in order to determine what types and quantities of materials could be recycled through various programs. A residential pilot program accepting over 15 types of materials (the largest variety in the Inland Empire) in one convenient container was begun in October 1992. The pilot serves four demographically diverse areas of 450 homes each (1,800 total). Each household was provided a blue 90 gallon automated container serviced once per week in lieu of the traditional second refuse pickup. Residents needing more than one 90 gallon pickup for refuse were allowed to place their existing black 90 gallon refuse container out for a second pickup. The attached brochure and flyer were provided to each household for instruction and information. Existing refuse trucks and crews in each area made the recycling pickup and refuse pickups on separate runs. Mixed recyclables were sent to a sorting center for marketing at a net cost (transportation + sorting - sale value) of about $10.50 per ton over the current landfill fee of $34.50 per ton. DISCUSSION The large mix of materials enabled the program to recycle 16% of the waste stream from participating households. This is significantly more than traditional programs which accept only newspaper, bottles, and cans. Expansion of our current program will be submitted to council for approval during the fiscal year 94/95 budget process. SUMMARY San Bernardino has piloted a residential recycling program which has the highest potential for meeting AB 939 mandates. Substitution of the program for one of the traditional twice weekly refuse pickups is a viable method, provided that households with extra large waste quantities are provided additional service.
