Staff also seeks Commission authorization to begin design development and construction drawings for bidding purposes late this summer. OVERVIEW At its January 19, 1994 meeting, the Redevelopment Committee reviewed massing concepts for the State Consolidated Offices and Caltrans Building(Government Center.) Massing refers to the placement of basic building volumes on the site, where those buildings would best fit on the site, and how those volumes relate to other site elements and surrounding buildings. The Government Center presents three distinct and large building volumes to the site and to downtown. The design team presented massing concepts and studies for review of the Redevelopment Committee. The concepts were a synthesis of data from the programming assessment and site constraints reviewed by the design team. The design team's preferred site massing concept(see attachment A)was favorably reviewed and accepted by the Committee. On April 7, 1994 the Redevelopment Committee reviewed core and shell design concepts for the buildings. "Core" refers to a building's central and internal systems or the "core" of the building. Typically primary plumbing, mechanical, and electrical systems are centrally located in the building, on each floor. Consequently, due to the repeated placement of these systems at all levels, you can usually find bathrooms and utility rooms in the same location on each floor of the building. "Shell" refers to the building's exterior structure or frame. At this stage of the design work, the shape, configuration, and appearance of the building's exterior can be easily determined. In shell design, the architect attempts to create a framing system from which other materials can be installed, i.e., glass, stone, metal, etc. The Committee expressed favorable opinions concerning shell and core design, paving the way for the development of full schematic drawings for presentation to the Community Development Commission. — — -- _--- — — — — — --------------------------------------------------- D offs sl.cdcohn) COMMISSION MEETING AGENDA MEETING DATE: 05/0211994 Agenda Item Number: DEVELOPMENT DEPARfM[ENT STAFF REPORT Schematic Design: State Consolidated Offices and Caltrans Building April 27, 1994 Page Number 2 SCHEMATIC DESIGN Schematic design is the final step in the preliminary design phase. Schematic design refers to final illustrations and sketches which present the "look" of the buildings. It is at this point that the architect needs client approval before construction drawings can begin. RECOMMENDATION Staff recommends that the Commission review and approve schematic design and instruct staff to begin construction design development for the general contract bid of the State Consolidated Office and Caltrans Building in late summer of this year.
