This Program was designed to prevent homelessness by providing non-recurring rental assistance to eligible City residents and to assist the homeless in securing permanent housing. The initial Program funding was successfully expended over the last several years in combination with Federal Emergency Management Agency (FEMA) and Emergency Shelter Grant Program (ESGP) funds by the City Parks, Recreation and Community Services Department (Westside Community Center) and Frazee Community Center. As the previous funds have been fully exhausted, it is now appropriate to utilize funding available through the FY 1993-94 budget. In anticipation of the continued need for this type of program and with the initial success of these programs in preventing homelessness, the FY 1993/94 budget included an R/DGP allocation of $200,000. The results of the Rent/Deposit Program during the previous implementation period are as follows: • Total households assisted: 140 Total individuals assisted: 419 • Household ethnicity: - 37 %, Black - 30 %, White - 22 %, Hispanic - 2 %, Ametican Indian • Average assistance amount: $500 The Program not only assisted homeless and near homeless but, also provided the City's Code Enforcement Division staff with relocation funding for rental households displaced by the forced closure of apartment units. ----------------------------------------- ----------------------- KJH:DRE:NJO:paw:mtdpsit.cdc COMMISSION MEETING AGENDA Meeting Date: 05/02/94 Agenda Item No: DEVELOPMENT DEPARTMENT STAFF REPORT RENT/DEPOSIT GUARANTEE PROGRAM APRIL 26, 1994 PAGE - 2 - `"' ------------------------------------------------------------------------------------------------------------------------ For the current FY 1993-94 funding, a request for proposals (RFP) was released and three (3) responses received. After careful review, staff recommends awarding available R/DGP funds equally to both the Parks, Recreation and Community Services Department (Westside Community Center) and Frazee Community Center. The Park's Department will operate the program at the Westside Community Center, located at 1505 West Highland Avenue. Frazee will house the program at their Administrative Offices, located at 1140 West Mill Street. On April 26, 1994, the Housing Committee considered this item and recommended approval to the Community Development Commission. For the heretofore mentioned reasons, staff recommends adoption of the form motion. JL< KENNETH J.
