Recommended motion:
That the Real Property Section of the Public Works Department be authorized
and directed to proceed with changing the names of 7th Street to NORTON
WAY, 6th Street to DEL ROSA AVENUE, "A" Street to VILLASENOR BOULEVARD, "C"
Street to SHEPPARD BOULEVARD, and 102nd Street to ICTORIA AVENUE.

STAFF REPORT
Certain streets within Norton Air Force Base will be retained during the conversion to
private use. It is a desire among involved parties that the names of these streets be
changed as necessary to incorporate them into the City's system.
IVDA and SBIAA have reviewed this issue and have agreed to the following changes as
logical extensions of street names presently established within the City:
1 . Tippecanoe Avenue - no change
2. 6th Street - DEL ROSA AVENUE
3. 102nd Street - VICTORIA AVENUE
In addition, IVDA and SBIAA have agreed to the following changes to commemorate
various persons who have been associated with Norton Air Force Base. These changes
are:
1. "C" Street - SHEPPARD BOULEVARD
2. 7th Street - NORTON WAY
3. "A" Street - VILLASENOR BOULEVARD
The $500.00 processing fee for a street name change has been paid by IVDA.
All affected City departments, utility companies and the U.S. Post Office will be
notified of the proposed changes and afforded an opportunity to provide input.
Even though these streets have not been dedicated for public use at this time, it is
recommended that authorization to proceed be granted in order to indicate the City's
intentions.
Some additional changes will be necessary in the future as the base transitions to
civilian use and decisions are made on which streets will be retained in the final
plan of development.
Staff hereby recommends that authorization to proceed with these street name changes
be granted.

At the Council meeting of 4-18-94 , this item was continued to
5-2-94. This action was taken due to a question over why no
street was to be named to commemorate Art Townsend.
Attached, for your reference, is a copy of the letter from
IVDA, dated 4-25-94 , describing the actions taken by their
Board, relative to the recommendation for designating street
names.
Your attention is directed to the fact that the Committee also
recommended that four (4) names be set aside for future des-
ignation, one of which is Art Townsend Drive (or Townsend
Drive) .
I trust this letter from IVDA will be sufficient to address the
concerns of the Mayor and Council.

RE: Street Names for Norton AFB
Dear Ms. DeBolt:
At the regularly scheduled IVDA Board Meeting on March 21, 1994, the Board of Directors
approved the following:
1. Approved - An allocation of apprordmately $8,600 for the Ming fees and the installation of
new signs within Norton AFB,
2. Approved - The following street name changes that were recommended by the Street Naming
Committee comprised of Mayor Tom Minor, Councilman Ralph Hemandm Colton's
Councilwoman Betty Cook, and Highland's Councilman Dennis Johnson. The street name
changes are as follows:
• Tippecanoe Avenue will remain Tippecanoe Avenue
• The former "C" Street will become Sheppard Drive on behalf of the former Congressman
Harry C. Sheppard. The first choice was Airport Drive, however, City Staff would not
approve of this since there are two Airport Drives which are in the near vicinity. Per
telephone survey the Committee members agreed upon the name Sheppard Drive to
commemorate the former Congressman.
• The former 6th Street will become Del Rosa Drive to connect with Del Rose Drive
outside the base.
• The former Club Street will become Villasenor Drive.
• 102nd Street located in Area 2 in the Northeast comer of the base will become Victoria to
coincide with Victoria Street outside the base.
• As a policy matter, the committee also agreed that any street names that do become
available for naming should be named after a person that is deceased.

• The alternate street names that the Committee also recommended to have set aside for

• AI Huntoon Drive or Huntoon Drive
• Frank Bland Drive or Bland Drive
• Art Townsend Drive or Townsend Drive
• Harry Webster Drive or Webster Drive (former Sun Editor)
