Synopsis of Previous Council action:
12-07-87 - MC Ordinance No. 614 adopted, authorizing City ' s parti-
cipation in the cost of extending the municipal sewer
system in excess of 300 feet.
Recommended motion:
That the expenditure of $250, 000, from Account No. 245-365-
57704, for the cost of extending the municipal sewage system
in excess of 300 feet, as required to serve Tentative Parcel
Map No. 14396, be authorized; and the Director of Public
Works/City Engineer be directed to proceed with the installa-
tion of this portion of the sewer extension.

STAFF REPORT
Tentative Parcel Map No. 14396 was approved at the
Planning Commission meeting of 4-6-93 . This parcel map will
divide one RS zoned parcel, with an existing single family
residence, into two parcels.
One of the conditions of approval was that each parcel be
served with sewer. Compliance with this condition will require
an extension of approximately 2, 850 feet of sewer. The sub-
divider has requested that the City participate in the cost of
about 2, 550 feet of this extension, since it is not financially
feasible for the development.
Section 13. 08. 080, of San Bernardino Muncipal Code,
authorizes the City to participate in the cost of sewer main ex-
tensions in excess of 300 feet. This section provides that the
City Engineer will review requests for assistance, and make a
recommendation to the City Administrator, if the City should
participate in the cost of the sewer extension. This recommen-
dation is to be made in consideration of the following criteria:
1 . That the extension represents a logical and reasonable ex-
tension of the municipal sewer system.
2. Properties along the extension have a reasonable probability
of development within 10 years.
3 . There are sufficient funds available to finance the City' s
share.
4. The extension is in accordance with the City's 5-Year Capital
Improvement Program.
5. The extension is in compliance with the General Plan.
6. Applicant is not receiving any other form of government
financing.
Several requests have been received over the past several years
to bring sewer into this general area. It has been proposed to
finance this extension with CDBG Block Grant Funds, or through an
assessment district. However, these efforts have not been
successful.
As of 2-10-94, there was an unencumbered balance of $482, 700 in
Account No. 245-365-57704, "City' s Share of Sewer Main
Extensions, " that could be used to finance the cost for extending
the sewer main.
The requests for sewer indicate that there is a desire/need by
the existing residents. Also, there are some vacant lots that
would be conditioned to connect upon development.
Based upon the above consideration, it is my recommendation that
the City participate to the extent of extending about 2,550 feet
of the sewer system, at an estimated cost of $250, 000.
