Advertising for bids will continue until 5- 17-94, at which time they will be opened and read. A considerable amount of construction staking will need to be done to accommodate the contractor' s operations. Our two survey crews will be unable to perform these services, and keep up with their current workload. Therefore, it will be necessary for these services to be provided by a Consultant. Three providers of survey service were contacted prior to making the final selection. Plans were provided to each of the providers. After review, services were detailed along with the estimated hours and costs. URS, Inc. , D. H. Dillman and Associates and City crews were nrovided an o.)-.)ortunity to submit a scope of servicos co be nroviQaQ, and hours estimated to complete the work. After careful consideration , URS was selected as being most qualified for this project, based, in part, on their familiarity with the design. The proposed second Amendment to the Agreement for Pro- fessional Services with URS Consultants, Inc. was prepared in accordance with the proposal provided by URS Consultants, Inc. The second Amendment provides, in general, that URS Consultants, Inc. will provide construction surveying services. Also, that URS Consultants, Inc. will be available during con- struction to answer questions and deal with problems that arise, when directed by the Engineer. - Compensation for these services is not to exceed $83,800. All costs incurred for services authorized by the second Amendment to the Agreement for Professional Services will be charged to Account No. 242-362-57291, and reimbursed from the EDA Grant (758) and IVDA (258) . The budget in the grant application incorporated an amount of $375,000 for construction engineering, which includes staking. We recommend that the second amendment be approved. RELATING TO THE PROVISION OF PROFESSIONAL ENGINEERING SERVICES FOR THE IMPROVEMENT OF TIPPECANOE/DEL ROSA 4 AVENUE AND "C" STREET. 5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 6 SECTION 1. The Mayor of the City of San Bernardino is 7 hereby authorized and directed to execute, on behalf of said 8 City, the Second Amendment to Agreement with URS Consultants, 9 Inc. , relating to the provision of professional engineering 10 services for the improvement of Tippecanoe/Del Rosa Avenue Avenue 11 and "C" Street, in connection with Norton, A.F.B. , a copy of 12 which agreement is attached hereto, marked Exhibit "A" and 13 incorporated herein by reference as fully as though set forth at 14 length. 15 SECTION 2 . The agreement shall not take effect until 16 fully signed and executed by both 15arties. The City shall not be 17 obligated hereunder unless and until the agreement is fully 18 executed and no oral agreement relating thereto shall be implied 19 or authorized. 20 SECTION 3. " WITNESSETH: WHEREAS, CITY and ENGINEER entered into an Agreement on December 21 , 1992 , relative to providing professional design services for construction of the Tippecanoe/Del Rosa Avenue Connector; and WHEREAS, the plans , specifications and estimate have been prepared, and the project has been advertised for bids; and WHEREAS, bids will be received until the hour of 2 : 00 p.m. , Tuesday, 5-17-94 , at which time they will be publicly opened and read; and WHEREAS, the amount of construction survey services that will be required to accommodate the Contractor' s operations is greater than can be provided by City survey personnel; and - WHEREAS, CITY desires to acquire the services of a Professional Engineering Firm to provide the necessary construction surveying and consulting services; and WHEREAS, ENGINEER is the best qualified to perform the required construction surveying services, due to their long in- volvement and high degree of familiarity with the scope and intent of the project; and WHEREAS, ENGINEER has adequate professional engineering staff to provide desired services . (URS) was selected by City of San Bernardino to provide engineering services in connection with the construction of Tippecanoe/Del Rosa Avenue Connector through Norton AFB. The City authorized URS to proceed with Phase I to evaluate alternative alignments and Phase II to prepare project plans, specifications and cost estimates. URS has completed Phases I and II, and the City wishes URS to continue with limited services during project construction as stipulated below. Task 8: Construction Surveying Services This task will consist of providing full surveying services during the construction of the project. The specific surveying services are: 1 . Tie out existing monumentation and perform site registration. 2. Establish centerline of 9,300 linear feet of proposed street improvements and tie out. 3. Establish temporary points along the right-of-way lines for clearing and removal as required, along 9,300 linear feet of proposed street improvements. 4. Establish temporary benchmarks at one-quarter mile interval for use during the construction phase of the project. 5. Set offset stakes to 21 ,486 linear feet of proposed curb/gutter and A.C. berm at 25-foot intervals. 6. Set offset stakes to 210 linear feet of proposed sewer. 7. Set offset stakes to 3,071 linear feet of proposed storm drain and 18 structures. S. Set offset stakes to 4,104 linear feet of proposed waterline. 9. Set permanent centerline monumentation at completion of paving operation; set permanent lead and tacks in top of curb for tie points and furnish tie sheets to City Engineer. 11 . Provide project management and coordination with Owner, Construction Manager, Field Inspector and Contractor. 13. Provide field survey crew supervision. 14. Prepare cut sheets, tie sheets, record of survey, plats, and horizontal control diagrams. Task 9: Construction Counsulting This task will consist of assisting the City on an as-needed basis during the construction phase. The anticipated scope of services for this may include but is not limited to coordinating the construction surveying and the utilities installation activities with the contractors schedule, periodic site visits to monitor contractors progress, advise City of anticipated delays in construction, review change orders, review changes in conditions and provide revisions as necessary to facilitate construction activities, and assist City in review of Contractor's pay submittals. It is assumed that URS services will average about one working day (8 hours) per each calendar week for the duration of construction activities, but not-to-exceed 200 hours. The Task 8 "Construction Surveying Services" shall not exceed $67,100. Task 9 "Construction Consulting" based on 200 hours shall not exceed $15,000 without authorization from the City. The above estimated costs include all other direct costs (OOCs) except for consumable surveying materials, which is estimated not-to-exceed $1 ,700.
