SUBJECT: Request to Establish Position of Senior Plan Checker
Mayor and Council Meeting of May 2 , 1994
BACKGROUND
The Senior Plan Checker position is to be funded through the Master
Services Agreement with the Economic Development Agency. As
outlined in that agreement, the purpose of the position is to
provide enhanced plan checking services related to projects of
economic and/or redevelopment needs of the City and the Economic
Development Agency. This position will allow Planning and Building
Services Department to expeditiously process and review projects of
high priority and improve overall customer service and provision of
general information related to permit and plans processing at the
front counter.
A job description for the new position of Senior Plan Checker was
prepared and will be submitted to the Civil Service Board.
Revisions recommended by the Civil Service and the Personnel
Departments have been incorporated into the job description.
The Personnel Department, as authorized by the City Administrator,
conducted a classification study on the Senior Plan Checker
position a copy of which is attached. As a result of this study,
a recommendation was made as to a proposed salary range.
This item was scheduled for placement on the Council Personnel
Committee agenda, however, since two meetings of the Committee were
canceled, the Chairman of the Committee recommended that this item
be forwarded to the Council for action.
RECOMMENDED ACTION
1. Establishment of the position of Senior Plan Checker at Salary
Range 2400, $3261 - $3964 per month.
2 . Direct the Personnel Department to update Resolution No. 6413,
Section Eleven to reflect this particular action.

CLASSIFICATION STUDY
POSITION: SENIOR PLAN CHECKER
MARCH 1994
BACKGROUND
In July of 1993 , Al Boughey, Director of Planning and Building
Services, sent a memo to Shauna Clark, City Administrator,
requesting the establishment of the position of Senior Plan
Checker. The purpose of the position is to provide enhanced plan
checking services related to projects of economic and/or
redevelopment needs of the City and the Economic Development
Agency. The position would allow the Planning and Building
Services Department to expeditiously process and review projects of
high priority and improve overall customer service, especially at
the front counter. Salary and benefits for the Senior Plan Checker
would be funded through the Master Services Agreement with the
Economic Development Agency. The project was suspended pending the
execution of the Master Services Agreement.
In March of 1994, Al Boughey sent notification to Shauna Clark that
the Master Services Agreement had been approved. He requested that
the project to establish the Senior Plan Checker position be
reinstated. On March 9, 1994, the city Administrator notified
Barbara Dillon, Director of Personnel, to proceed with the study
for this position.
ANALYSIS
Personnel staff conducted a classification study for the Senior
Plan checker position. Six jurisdictions were surveyed. They were
requested to send us job descriptions and salary ranges for a
comparable position in their city. Minimum qualifications and
salaries were compared. Job titles varied. Some agencies had only
one level of plan checker to review all plans. Results of the
study are summarized in Exhibit "A". Three of the six agencies
require a Bachelor's degree in engineering or a related field.
The other three agencies require some college course work up to an
Associate of Arts degree. The draft job description for the Senior
Plan Checker position in San Bernardino (Attachment "B") requires
completion of 45 semester units (60 quarter units) of college
courses in engineering, architecture or a related field.
Experience required, in the survey cities, ranges from no specified
amount to four years of experience in structural design, plan
review or plan checking. The Senior Plan Checker in San Bernardino
requires two years of responsible plan checking experience for a
public agency. Four of the agencies surveyed require a valid
California Class "C" driver's license, as does the Senior Plan
checker position in San Bernardino.

Salaries for the plan checker position in the six agencies were
compared. Results are summarized in Exhibit "C" . Salaries range
from a low of $3001/month to a high of $4266/month. The average
low and high salaries are: $3225/month at Step one and $4006/month
at Step five.
On March 16, 1994, Dee Saenz, Personnel Analyst, met with Mark
Hinkley, Plan Check Engineer, and Mary Freiberg, Administrative
Operations Supervisor II, regarding the new position of Senior
Plan Checker. The department organizational chart was reviewed.
Internal relationships in the Planning and Building Services
Department were analyzed. In the Building Inspection Division, the
Senior Building Inspector is a General Unit position who reports to
the Building Inspection Supervisor, who is a Mid- Management
employee. In the Code Enforcement Division, the Senior Code
Compliance Officer is a position in the General Unit reporting to
the Code Compliance Supervisor, a Mid-Management position. The
salary range for the Senior Code Compliance officer and Senior
Building Inspector is Range 1369, $2794-$3397/month. The salary
range for the Code Compliance Supervisor and Building Inspection
Supervisor is Range 2416, $3531-$4292/month.
In the Planning Division, the Senior Planner, a Mid-Management
position, reports to the Principal Planner, a Management position.
The salary range for the Senior Planner is Range 2420, $3711-
$4512/month. The salary range for the Principal Planner is Range
4450, $4185-$5087/month.
The new class of Senior Plan Checker will be in the Development
Services Division. The Senior Plan Checker will supervise four (4)
Plan Checkers, who are in the General Unit. The Senior Plan
Checker will be supervised by the Plan Check Engineer, a Management
position. Therefore, the Senior Plan Checker fits appropriately
into the Mid-Management Unit. The salary range for Plan Checker is
Range 1374, $2864-$3481/month. The salary range for Plan Check
Engineer is Range 4424 , $3675-$4468/month. Exhibits "D" and "E"
show the current organizational chart for the Planning and Building
Services Department and the proposed chart.
RECOMMENDATIONS
1. Establish the position of Senior Plan Checker at Range 2400,
$3261-$3964/month. This is approximately 12.7% below the position
of Plan Check Engineer and 13.8% above the position of Plan
Checker. The proposed salary range is within the ranges used in
the survey cities. Further, it is well within the Master services
Agreement budget for the Senior Plan Checker position.
Total compensation, including variable benefits thst rise with
salary, is $46,712/year for the Senior Plan Checker at Step one.
2. Finalize the attached job description for Senior Plan Checker
for inclusion with the classification study.

SENIOR PLAN CHECKER
JOB DESCRIPTION
Under direction, supervises and performs analyses of building
construction plans, including structural engineering, for
compliance with state and local building codes, ordinances and
laws; supervises, directs and coordinates the daily activities of
assigned staff and operations of the public information counter;
and performs related work as required.
REPRESENTATIVE DUTIES
Provides courteous and expeditious customer service to the general
public and City department staffs.
Assists in the supervision and coordination of assigned staff and
provision of information at the public information counter;
responsible for building code plan check, evaluation of
construction plans and specifications for compliance with
applicable codes, ordinances and regulations and permit issuance.
Coordinates the plan check function of the Division; checks plans
for general code compliance and determines structural adequacy,
loading--size and spacing, amount and size of reinforcement,
structural connection, adequacy of design and other structural
aspects; consults with other department personnel on interpretation
of building codes, local codes and ordinances and regulations as
they relate to building design and field inspection problems
concerning alternate methods of construction and materials.
May participate in the training of plan checkers, building
inspectors and code compliance officers in regard to current codes
and permit processing procedures; consults with and cooperates with
public architects and engineers on building construction problems;
confers with other city and county building officials; takes
complaints and does research as required; assists in completing or
completes assignments/projects related to the Development Services
Division.
Operates a computer terminal; operates a city vehicle and performs
related work as required. Routinely adheres to and maintains a
positive attitude towards City and Department goals.
MINIMUM QUALIFICATIONS
Completion of 45 semester units (60 quarter units) of college
courses in architecture, engineering, building code plan checking
or closely related field; two years of responsible plans checking
experience for a public agency; possession of an International
Conference of Building Officials (ICBO) certification as a Plans

Conference of Building Officials (ICBO) certification as a Plans
Examiner is preferred. The ICBO certificate is required within one
year of employment. Additional qualifying experience may
substitute for the required education on the basis of one year of
experience being equivalent to 15 semester units. Possession of a
valid Class "C" California Driver's License is required.
GENERAL QUALIFICATIONS
Knowledge of:
Basic English usage, spelling, grammar and punctuation;
Intermediate to advanced mathematics;
Blueprint reading;
Basic engineering concepts relating to structural integrity;
Building construction methods and materials applicable to
structural, plumbing, air conditioning and electrical
work;
Applicable building codes, state standards and laws regulating
building construction;
Computer terminal operating methods;
Basic public relations and problem solving skills.
Ability to:
Meet the general public with appropriate courtesy and tact;
Communicate effectively both orally and in writing;
Prepare clear and concise reports and correspondence;
Make structural calculations necessary to determine the
adherence of structural plans to code requirements;
Read, understand and interpret complex building plans and
specifications;
Read, understand and apply building codes, -local and state
ordinances, laws and other complex written materials -
related to building construction;
Understand and carry out oral and written instructions;
Establish and maintain effective relationships with those
contacted in the course of work;
Interact and mutually solve problems effectively with other
department employees, officials and the general public;
Operate a vehicle observing legal and defensive driving
practices;
See in the normal visual range with or without correction;
Hear in the normal audio range with or without correction;
Provide service at counter for long periods of time;
Exhibit normal range of body motion;
Transport materials weighing up to 10 pounds.
ORGANIZATIONAL RELATIONSHIPS
The class of Senior ;!Plan Checker is a professional level in the

plan checking series. Supervision is received from the Plan Check
Engineer of the Development Services Division. Supervision is
exercised over plan checkers and personnel assigned to the
Development Services Division.
