Synopsis of Previous Council Action:
Recommended Motion:
1. To amend Section 6 of Resolution 9416 limiting members of the public to a total time of 10
minutes when they address the Mayor & Common Council on either agenda or public comment items.
2. To amend Section 7 of Resolution 94-46 applying a 3 minute time limitation to a member of the
public addressing the Mayor&Common Council with possible 2 minute extensions at Special Meetings.

2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AMENDING RESOLUTION NO. 94-46 RELATING TO TIME
3 LIMITS FOR THE PUBLIC TO ADDRESS THE MAYOR AND COMMON COUNCIL
4 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:

SECTION 1. Section 6 of Resolution No. 94-46 is hereby

amended to read as follows:

"6. A cumulative time limit of ten ( 10) minutes
8 for any one regular meeting shall apply to each member
of the public addressing the Mayor and Common Council
9 either on agenda items or under public comments. A
speaker may use all of such time on one item or may
10 divide such time up between items but may not carry
over any unused time to a subsequent meeting. For the
11 purposes of these rules a "member of the public" shall
not include the Mayor and Common Council, or a member
12 of staff. "
13 SECTION 2. Section 7 of Resolution No. 94-46 is hereby
14 amended to read as follows.
15 "7. On special meetings a three minute time
limitation shall apply to each member of the public
16 addressing the Mayor and Common Council either on
agenda items or under public comments. The speaker
17 may request a two-minute time extension which may be
granted in the discretion of the Mayor and Common
18 Council. Subsequent time extensions may also be
requested. "
