Recommended motion:
1) That the plans for construction of a traffic diverter on 17th
Street, west of Arrowhead Avenue, in accordance with Plan No. 9105,
be approved; and the Director of Public Works/City Engineer be
authorized to advertise for bids.

2) That the transfer of $9,000, from A(Icount No. 129-309-57739,
"Congestion Management Model , " to Account No. 129-309-57495, "17 -
Street, west of Arrowhead Avenue, " be approved

STAFF REPORT
Plans for construction of a traffic diverter on 17th
Street, west of Arrowhead Avenue, have been prepared and the
project is ready to be advertised for bids. The project con-
sists, in general, of extending curb and gutter, and sidewalk,
along the west side of Arrowhead Avenue, in order to close off
17th Street to through traffic. Hardscape improvements will be
installed between the new curb and sidewalk, in order to avoid
creating a need for additional maintenance.
This project has been reviewed by the City' s Environ-
mental Review Committee and found to be categorically exempt from
provisions of the California Environmental Qualit- Act. However,
during this review the Fire Department representative noted that
the spacing between the existing fire hydrants (on the southwest
corner of "D" Street and 17th Street and the northwest corner of
17th Street and Arrowhead Avenue) is about 660 feet, while their
standard spacing is 500 feet. The representative stated that a
fire hydrant will need to be installed.
An estimate of $13, 640 has been provided by the Water
Department for installation of a fire hvdrant and necessary_ ex-
tension of the water main.

An amount of $25 ,000 has been allocated, under Account
No. 129-309-57495 to finance the costs that will be incurred for
this project.
We recommend that the plans be approved and authorization
granted to advertise for bids.
