STAFF REPORT
The U.S. Army Corps of Engineers has been working on
their Santa Ana River project for many years. Recently, the
improvement of San Timoteo Creek has been incorporated into this
project.
The San Timoteo Creek portion has been divided into the
following reaches :
1. Santa Ana River to I-10 Freeway
2. I-10 Freeway to Anderson Street
3 . Anderson Street to Alabama Street
The first reach is entirely within the City of San
Bernardino. A small portion of the second reach is within San
Bernardino, with the balance of the project being within Loma
Linda, Redlands and the County.
Plans are now being prepared for the first reach, and the
Corps expects to be in a position to advertise for bids by the
middle of May, 1994. A plan to finance the local agency share
will need to be provided to the Corps, before advertising can be
started.
The total estimated project cost for Reach No. 1 is
$5,781 ,000. Of this amount, the local agencies will be required
to participate in the amount of $1 , 646, 000. Costs incurred for
right-of-way utility relocations, etc. can be counted toward the
local matching share.
Reach No. 1 is located in Flood Control District Zone
III, which has limited revenues. The District feels that a
Benefit Assessment District may need to be established to finance
the unfunded portion of the local agency share. While the County
has the authority to establish such a district, they will most
likely require concurrence of the affected cities. The City of
Loma Linda has reviewed the proposal to establish a district and
given their consent to adopt a Resolution of Intention.
Adoption of a Resolution of Intention will allow the
Flood Control District to engage the services of an Assessment
Engineer to prepare the Engineer' s Report. The involved cities
will have an opportunity to review and concur with the Engineer' s
Report prior to action by the Board to establish a district.
In 1969 storm waters from San Timoteo channel flowed
westerly in Redlands Boulevard. There are 3 vacant parcels ad-
jacent to Reach No. 1 that would be relieved of the standard 100
foot setback, upon improvement of the first reach.
We recommend that consent be given to adoption of a
Resolution of Intention.

Enclosed herein please find a proposed Resolution declaring the intention of the
Board of Supervisors to issue bonds pursuant to the San Bernardino county Flood
Control District Act to finance flood control nproverents.
By adoption of this Resolution, the Board of Supervisors will be accOuplishiry
the following:
- Determining that it is necessary to sell bonds of the District to finance
flood control iagxov®ents for the protection and benefit of portions of
the District;
- Generally describing the iProvextents to be financed; and
- Referring the flood control intpruvem nt= to Don Owen and Associates for
Preparation and filing with the Board of Supervisors of a report as
required by Section 26 of the Flood Control Act.
It is requested that the San Bernardino city council consent to the resolution
Prior to the San Bernardino County Flood Control District Board of Supervisors
action.

_ RESOLUTION OF THE BOARD OF SUPERVISORS
SAN BERNARDINO COUNTY FLOOD CONTROL DISTRICT
1994
On Notion of Supervisor , duly seconded by Supervisor
and carried, the following resolution of the Board of Supervisors for San Bernardino
County Flood Control District, State of California, is hereby adopted on behalf of
the body corporate and politic shown as the owner:
RESOLUTION NO. 94-
BE IT RESOLVED by the Board of Supervisors of San Bernardino County, State
of California, as follows: -
SECTION 1. The Board of Supervisors hereby determines, and it is the
intention of this legislative body, pursuant to the provisions of the San Bernardino
County Flood Control Act (Chapter 43 of the water Code Appendix of the State of
California) (the "Flood Control Act-) , to sell bonds (the "Bonds') of the 'San
Bernardino County Flood Control District Ithe "District") to finance needed flood
control improvements as described hereinafter for the protection and benefit of
portions of the District which this Board determines cannot be financed from annual
revenues from taxes or assessments, or both, over a period of years without selling
such Bonds.
SECTION 2. The flood control improvements to be financed through the
issuance of the Bonds are described in Exhibit "A" attached hereto and incorporated
herein by this reference (the "Flood Control Improvements-) .
SECTION 3. The portions of the District which will benefit from the sale
of the bonds and the Flood Control Improvements to be _financed (the "Area of
Benefit") are described as follows:
All that certain territory in the District included within the exterior
boundary lines shown on the map exhibiting the Area of Benefit, said map entitled
'Boundary Nap of the Area of Benefit of the Santa Ana River Flood Control Project of
the San Bernardino County Flood Control District", which map is on file with the
transcript of these proceedings in the Office of the Clerk of the Board of
Supervisors. For particulars as to the boundaries of the Area of Benefit, reference
is hereby made to such map.
SECTION 4. This Board of Supervisors hereby refers the proposed Flood
Control Improvements to Don Owen 6 Associates, who is hereby directed to make and
file a report as required by Section 26 of the Flood Control Act, such report to be
in writing and contain the following:
A. A general description of the Flood Control Improvements;
B. Estimates of the cost of the Flood Control Improvements;
C. The cost of land, rights-of-way and easements, incidental expenses
in connection with the Flood Control Improvements and expenses in connecction with
the issuance of the Bonds, and if part of the cost of the Flood Control Improvements
will be paid from contributions from the Federal government or the State, or both,
an estimate of the expected total amounts of those contributions;
D. A map which shows the location of the proposed Flood Control
Improvements and lands, rights-of-way, easements 'and property to be taken, acquired
or injured in carrying out the construction of the Flood Control Improvements, and
any other information in regard to those matters as may be deemed useful; provided,
however, the Flood Control Improvements, lands, rights-of-way, easements and
property which will be located outside the District or outside the Area of Benefit
need not be shown on such map;
E. A map or maps showing the location of the lots and parcels of
property in the Area of Benefit which derive special benefit from the proposed Flood
Control Improvements and which are proposed to be assessed for the costs thereof;
F. A listing by County Assessor's parcel numbers of the lots and
parcels of property within the Area of Benefit which will derive special benefit
from the Flood Control Improvements and which are proposed to be assessed and pay
the annual assessments for the payment of the principal of, and interest on, the
Bonds, and the estimated maximum amount of the annual assessment to be levied on
each lot or parcel;
G. A general analysis of such engineer's determination as to how the
lots and parcels proposed to be assessesd in the Area of Benefit, and each proposed
zone of benefit therein, if any, will derive special benefit from the proposed Flood
Control Improvements;
H. The identity of the zones of benefit, if any, in which each lot or
parcel is proposed to be included. Such zones of benefit shall be identified by
boundary lines on the map or maps specified in E. above.

The recommended plan will improve a 54 mile reach of the San Timotco Creek, from its
confluence with the Santa Ana River to San Timoteo Canyon Road to upstream of San Timoteo
Canyon Road, to provide a 100-year level of protection (19,000 cfs) for the surrounding
communities. The major portion orthe improved channel will be concrete lined trapezoidal
section. At the bridges the improved channel will be concrete lined rectangular section to allow
the existing bridge structures to remain in place. A sediment control structure consisting of eight
(8) sediment basins will be constructed upstream of the San Timotco Canyon Road bridge to trap
debris from upper San Timotco Creak water shed. The basins are in series, and have surface
areas ranging from 4.1 to 9.8 acres, with a sediment capacity of 470 acre feet. All basin will have
a depth of 12 feet. The recommended plan requires re-construction of bridges at Waterman
Avenue and Redlands Boulevard. The design of these bridges will be performed by the local
sponsor, and their construction will be part of the channel and sediment control structure
construction contract. The following is a schedule of the associated costs:
